The Yamanashi prefectural government said Monday it has given up its proposal to build a light rail connection to the fifth station on Mount Fuji amid public concerns over its environmental impact and is now considering introducing a rubber-tired tram.

The central Japan prefecture had explored the possibility of connecting the foot of the country's tallest peak to the intermediate station with a light rail system to deal with the large influx of summer tourists and reduce vehicle emissions.

Yamanashi Gov Kotaro Nagasaki told a press conference that the local government is now eyeing rubber-tired trams with sensors to enable them to follow white lines or magnetic markers to be placed on the existing roads, eliminating the need to build a rail line.

The hydrogen-powered trams are expected to have two couplings and a capacity of up to 120 passengers. Use of private cars on the road to the intermediate station will be regulated, thus reducing the number of visitors, he said.

Visitors can currently drive to the 5th station, the starting point of a popular climbing trail that begins at an altitude of about 2,300 meters, using the Fuji Subaru Line road. The proposal had involved building a double-track line along the toll road and operating two-car trains.

The light rail concept was promised by the Yamanashi governor in the 2019 gubernatorial election, in which he was elected for the first time.

A citizens' group opposing the idea submitted about 70,000 signatures to the governor this month demanding that he withdraw it. They expressed concerns about potential environmental destruction and avalanche damage caused by the development.

Mount Fuji, Japan's iconic 3,776-meter mountain peak and a UNESCO World Cultural Heritage Site, attracts many climbers and tourists from home and abroad. But the rising popularity of the mountain, which straddles Yamanashi and Shizuoka prefectures, has led to challenges including "overtourism" and "bullet climbing," or the attempt to reach the summit for sunrise and return without sleeping mid-climb.

This summer, those climbing the mountain from the Yamanashi side were charged an entrance fee for the first time, with a gate located at the 5th station collecting 2,000 yen per person. Such fees were not collected on the Shizuoka side during the climbing season.

JAPAN REACHES ITS LOWEST-EVER RANKING ON EDUCATION FIST'S 2024 ENGLISH PROFIENCY INDEX - TOKYO JAPAN

Every year since 2011, Switzerland-based international education company Education First (EF) has released an English Proficiency Index (EPI), the largest of its kind throughout the world. EF’s recently released 2024 EPI compiles the testing results of 2.1 million people from 116 countries and regions for which English is not considered the mother tongue. Exams were scored out of 800 points and the average score among all test takers this year was 477 points. Countries and regions were then grouped into five proficiency bands that indicate relative English ability: Very high proficiency, High proficiency, Moderate proficiency, Low proficiency, and Very low proficiency.

So where did Japan rank on the list? This year’s global ranking puts Japan at 92 (average score: 454 points), which is at the very bottom of the Low proficiency band. This placement is worse than its ranking last year at 87 and continues the trend of a steady decline for the country since the EF EPI began. In addition, when the Japanese testing data was further broken down by age, test takers aged 18-25 performed significantly lower than those aged 26 and up, many of whom may need to use English more at work.

For reference, the Netherlands scored first place out of all 116 countries and regions on the 2024 EF EPI. The top Asia scorer was Singapore at 3 (Very high proficiency), followed by the Philippines at 22 and Malaysia at 26 (High proficiency). Japan’s East Asian neighbors, South Korea and China, scored at 50 (Moderate proficiency) and at 91 (Low proficiency) respectively. The only countries in East or Southeast Asia that scored lower than Japan were Myanmar at 93, Thailand at 106, and Cambodia at 111 (all Very low proficiency).

Note, however, that neither Laos nor North Korea were included in the EPI because they did not meet the minimum number of 400 required test takers per country or region. The full EPI results as well as EF’s strategy recommendations to improve English proficiency in a variety of settings can be viewed on its website.

In response to Japan’s relatively low placement, a representative from EF’s Japanese subsidiary offered the following remarks: “It’s not that Japan’s English ability is declining, but rather that Japan is not keeping pace with the progress made in other countries.”

As someone who has taught English as a Second Language (ESL) in the U.S. and English as a Foreign Language (EFL) in Japan, I have observed some of the unique challenges that English language education faces in Japan. General factors that my colleagues and I, both native English speakers as well as Japanese teachers of English, often cite include: a heavy emphasis on grammar for test taking as opposed to oral communication, instructors not meeting language proficiency benchmarks due to the myriad of responsibilities on teachers’ plates, and a decrease in motivation – especially as a result of the pandemic –resulting in Japanese students simply not feeling that English is all that necessary to live and work in Japan.

Consequently, perhaps the government of Japan should focus next on promoting those strategies that seem to result in higher language-learning motivation – for instance, by calling on virtual YouTuber Ellen-sensei for the kids or by holding language classes at English-speaking-only bars for adults.

KUCHING (NOVEMBER 13, 2024): The federal Ministry of Transport is currently in the process of appointing consultants for the feasibility study of the Trans-Borneo Railway project, said Datuk Dr Jerip Susil.

The state Deputy Transport Minister said these consultants will conduct the study, funded by the federal government, to evaluate and determine the potential railway models for implementation in Sarawak and Sabah.

“The financial models of the Trans Borneo Railway, which are part of the feasibility study scope, will be determined once the feasibility study is completed.

“The duration of this feasibility study project will take 12 months,” he said during the question-and-answer session at the State Legislative Assembly (DUN) Sitting here this morning.

He was responding to a question from Baru Bian (GPS-Ba Kelalan) on the proposed Trans-Borneo Railway project.

Dr Jerip said the Ministry of Transport Sarawak will be representing the Sarawak government on both the technical and steering committees, collaborating with its federal counterpart, relevant federal agencies and statutory bodies, and the Sabah government to coordinate and oversee the study.

“Other committee members from the Sarawak government include representatives from the Sarawak Economic Planning Unit, Ministry of Infrastructure and Port Development, Public Works Department Sarawak, Ministry of Natural Resources and Urban Development, and the Land and Survey Department Sarawak,” he added.

He said among the scopes of the feasibility study include the technical scope, which involves operational characteristics, cost, alignment, stations and depot locations, and stakeholder management; and commercial scope involving strategic vision and value proposition, demand estimation, high-level implementation model, risk and challenges, and stakeholder engagement.

“There is also the socio-economic scope involving economic case for Trans Borneo Railway Project, national economic and social impact, catalytic impact of transit nodes, high-level narratives and stakeholder engagement; and project funding where the scope is to propose project funding or financing structures, phased payment approach by Government of Malaysia, financial model, and benchmarking with other rail operators,’’ he said.

LIMBANG (NOVEMBER 13, 2024): The Road Transport Department (JPJ) will be intensifying its enforcement operations throughout the state to crack down on errant motorcyclists and commercial vehicle drivers in an effort to reduce the worrying number of road fatalities.

Its state director Norizan Jili said the department will continuously hold operations and inspections to reduce the rate of fatal accidents and ensure compliance with road safety laws.

“JPJ does not compromise on road safety issues. We impose strict measures, including taking road offenders to court if they violate the laws and regulations,” he said during the JPJ Director’s Special Operation on the road near the Taman Tasik Bukit Mas Limbang overpass recently.

Also present is JPJ Limbang branch head Abang Aien Abang Bolhil.

Norizan also said JPJ will work closely with the police to identify road offenders and reduce the rate of fatal accidents in the state.

He urged motorcyclists to ride safely and use helmets with Sirim safety certification, while drivers of heavy vehicles must ensure that their brakes and other safety-related equipment are fully functional.

“It is important to ensure that all motorcyclists and other road users always comply with current regulations to help reduce the rate of road accidents,” he said.

Deputy Transport Minister Datuk Hasbi Habibollah expressed concern last weekend over the rising number of fatal road accidents involving motorcycles, which make motorcyclists the most vulnerable group on the country’s roads.

According to the police, a total of 6,024 fatal road accidents were recorded in 2023, a 9.46 per cent increase from the 5,671 cases reported in 2022.  Motorcyclists accounted for the highest percentage of these fatalities, with 4,489 deaths.

In Sarawak, 378 road accidents cases involving motorcyclists and 198 fatal cases were reported last year.

China is expected to conduct a sampling of treated radioactive water on the premises of the crippled Fukushima nuclear power plant early next year, another step toward the removal of its ban on imports of Japanese seafood, Japan's industry ministry said Monday.

Following last month's collection of marine samples near the complex, China will carry out its first treated water sampling under a review scheme that Japan agreed on in September for safety checks, enabling a decision on the lifting of the import ban.

A group of Chinese researchers and officials from the International Atomic Energy Agency will take samples of treated radioactive water before discharge into the sea under the new scheme, Japan's Ministry of Economy, Trade and Industry said at a meeting in Fukushima Prefecture on the decommissioning of the plant.

China has said that after confirming the safety of the water in sampling tests, it will gradually ease the import ban that it imposed in August 2023 right after the release began.

In October, China joined the IAEA's sampling of seawater around the Fukushima plant conducted according to the U.N. nuclear watchdog's review program.

But it has insisted on "independent sampling" of seawater near the plant in addition to the IAEA's reviews of the discharge, and Japan ultimately agreed to this, provided the IAEA was involved so as to ensure fairness and objectivity.

The Fukushima Daiichi nuclear power station was damaged by the 2011 earthquake and tsunami. Since then, water pumped into the ruined reactors at the plant to cool the melted fuel has accumulated, mixed with rain and groundwater. The water is being treated using an advanced liquid processing system, or ALPS to remove most contaminants, except for the relatively nontoxic tritium.

The Japanese government and the plant owner, Tokyo Electric Power Company Holdings Inc, decided in 2021 to discharge the water stored in tanks into the sea under global safety standards. Still, China and Russia called on Japan to halt the plan.

China introduced a blanket ban, calling the released water "nuclear-contaminated." But it agreed in September to lift the ban, contingent on its participation in additional monitoring activities.
