SABAH STATE ASSEMBLY PASSES FOUR BILLS - KOTA KINABALU, SABAH MALAYSIA

KOTA KINABALU (April 17): Four enactment bills concerning various sectors in Sabah were passed on the last day of the State Legislative Assembly sitting today.

The first, the Forest Enactment (Amendment) Bill 2025, was tabled by the Assistant Minister in the Chief Minister’s Department, Datuk Abidin Madingkir. The amendment makes it compulsory to obtain a licence for any forest carbon activity, including those carried out on state land, forest reserves and privately titled land.

The second bill, the Land (Amendment) Enactment 2025, was presented by the Assistant Minister to the Chief Minister, Datuk Nizam Abu Bakar Titingan. It aims to safeguard property buyers from losing ownership due to fraudulent actions committed by previous proprietors.

The third, the Housing Development (Control and Licensing) Enactment (Amendment) Bill 2023 (Amendment) 2025, was tabled by the State Minister of Local Government and Housing, Datuk Seri Dr Joachim Gunsalam. This amendment seeks to introduce key measures to ensure that housing projects are completed on schedule and that developers are held accountable for delays and non-compliance.

The final bill, the Agricultural Fertiliser Bill 2025 (Rang Undang-Undang Baja Pertanian 2025), was tabled by Deputy Chief Minister I Datuk Seri Panglima Dr Jeffrey Kitingan.

The bill is intended to regulate the production, distribution and use of fertilisers in Sabah, ensuring that only those meeting established standards in terms of quality, formulation, safety and environmental sustainability are permitted.
