A Japanese court overturned a 13.3 trillion yen damages verdict on Friday against ex-bosses of the operator of the stricken Fukushima Daiichi nuclear plant, thought to be the largest such award ever in the country for a civil suit.


Four former executives had in 2022 been ordered to collectively pay 13.3 trillion yen in a suit brought by shareholders over the nuclear disaster triggered by a massive tsunami in 2011.


But the verdict was thrown out Friday by the Tokyo High Court, a spokeswoman for the institution told AFP.


Shareholders had argued the catastrophe could have been prevented if Tokyo Electric Power Co (TEPCO) bosses had listened to research and implemented preventative measures like placing an emergency power source on higher ground.


But the defendants countered that the risks were unpredictable, and the studies cited were not credible.


"The defendants... cannot be found to have had this foreseeability at a point in time before the earthquake in question," Friday's court ruling said.


The 13.3 trillion yen damages award was believed to be the largest amount ever ordered in a civil suit in Japan.


It was meant to cover TEPCO's costs for dismantling reactors, compensating affected residents, and cleaning up contamination.


The court spokeswoman said an appeal by the shareholders for an even higher damages order of 22 trillion yen had been denied.


"Take responsibility for the Fukushima nuclear accident!" said a pink-and-white banner displayed by the plaintiffs after the ruling.


Hiroyuki Kawai, head of their legal team, also issued a stark warning at a press conference on Friday.


"If I were to summarize today's ruling in one phrase: It is a ruling that will lead to future serious nuclear accidents," he said.


TEPCO declined to comment on the verdict.


Three of the Fukushima Daiichi nuclear plant's six reactors were operating when a massive undersea quake triggered a massive tsunami on March 11, 2011.


They went into meltdown after their cooling systems failed when waves flooded backup generators, leading to the worst nuclear disaster since Chernobyl.


Overall the tsunami along Japan's northeast coast left around 18,500 people dead or missing.


In March this year, Japan's top court said it had finalized the acquittal of two former TEPCO executives charged with professional negligence over the Fukushima meltdown.


The decision concluded the only criminal trial to arise from the plant's 2011 accident.

KUALA LUMPUR (June 2, 2025): His Majesty, Sultan Ibrahim, the King of Malaysia, stressed that federal awards of orders, stars and medals are not for sale or lobbying, but are only given to individuals who are truly deserving and have rendered service to the government and the country.



Sultan Ibrahim said that although the government has outlined the conditions for consideration, he will still re-evaluate each proposed candidate.



“In my view, only individuals who have served and rendered service to the government for a long time, or who have brought glory to the country, should be accepted. Indeed, not many pass the conditions every year. Although there are parties who lobby, I will not entertain them.



“The ranks of Datuk and Tan Sri are not for sale. If you have a lot of money, do charity, help the poor and needy,” said His Majesty.



In this regard, the King said that the successful recipients today should appreciate and be proud of the awards they have been bestowed with.



Sultan Ibrahim said this at the investiture ceremony for 2025, held in conjunction with the official birthday celebration of the King at Istana Negara here today.



Also present at the ceremony was Her Majesty, Raja Zarith Sofiah, the Queen of Malaysia.



Present were Prime Minister Datuk Seri Anwar Ibrahim and his wife Datuk Seri Dr Wan Azizah Wan Ismail, Minister of Communications Datuk Fahmi Fadzil and Cabinet Ministers.



Meanwhile, the King also expressed his gratitude to the entire nation for the wishes and prayers that always accompany him in every step he takes in carrying out his duties and responsibilities as the Head of State.

A 55-year-old woman who works at a child welfare facility in Saga City, Saga Prefecture, was fatally stabbed on Saturday.


Police arrested a 28-year-old woman at the scene. The suspect, Mira Hirata, an office worker, was quoted by police as saying, "I don’t have any memory (of the incident), so I don’t know anything,” NTV reported.


Police said Hirata is accused of stabbing Chie Kawahara at around 5:40 p.m. on Saturday. Another employee at the facility called police and said a woman with a knife had stabbed someone.


Kawahara was taken to hospital, with knife wounds to her arms and chest. She died about 90 minutes later.


Police believe that Hirata went to the facility to see her child who was there.


Hirata was involved in another incident on May 13 when she showed up at another welfare city in Saga City, screaming "Give my child back to me.”


Police detained her under the Mental Health and Welfare Act but authorities determined that there was no need for involuntary hospitalization and handed her over to her family.

Retired sumo great Hakuho will quit the ancient Japanese sport following a row over the forced closure of his wrestling stable for physical abuse, reports said Monday.


The Mongolian-born Hakuho won a record 45 tournaments before retiring in 2021 to coach wrestlers, but his stable was indefinitely shuttered in April last year when one of his proteges was accused of bullying.


Hakuho was also handed an embarrassing demotion for failing to control the behaviour of Hokuseiho, who allegedly punched his lower-ranked stablemates and stole money from them.


The future of Hakuho's stable is still unclear more than a year later, leading the 40-year-old to tender his resignation to the Japan Sumo Association, reports said.


The reports said his resignation was accepted at an extraordinary board meeting in Tokyo.


When contacted by AFP, the Japan Sumo Association declined to comment.


Hakuho, who is currently in Mongolia according to posts he has made on social media, is expected to hold a news conference next week.


Born Munkhbat Davaajargal, Hakuho moved to Japan aged 15 and made his sumo debut in 2001.


He won his first top-division title in 2006 and went on to fight at the sport's highest rank of yokozuna more times than anyone in history.

A commercial whaling ship returned to a port in northeastern Japan on Monday carrying 25 fin whales taken in the Sea of Okhotsk.


The fin whale hunt in Japan's exclusive economic zone, north of the northern island of Hokkaido, was conducted for the first time since Japan formally withdrew from the International Whaling Commission in 2019.


About 320 tons of fin whale meat were unloaded at Sendai port in Miyagi Prefecture on Monday, with some 1.6 tons set to be transported to six markets across the country including Tokyo and Osaka as raw meat.


The ship departed Shimonoseki port in the western Japanese prefecture of Yamaguchi on April 21.


The Japanese Fisheries Agency added fin whales to the list of commercial whaling target species in 2024, setting a catch quota of 60 for this year.


As an International Whaling Commission member, Japan halted commercial whaling in 1988 but continued to hunt whales for what it called research purposes.


The practice was criticized internationally as a cover for commercial whaling.

The Japanese government has decided to complete the renovation of relatively large sewage pipes at risk of damage and corrosion due to aging by fiscal 2030, a source close to the matter said recently.


The renovation targets pipelines identified for repair during an emergency inspection covering about 5,000 kilometers across Japan, following a January incident in Yashio, Saitama Prefecture, in which a sinkhole caused by a broken pipe swallowed a truck, killing its male driver.


The plan is set to be adopted as part of the government's new strategy to strengthen disaster prevention, expected to be approved by the cabinet in June, the source said Wednesday. The total length of sewage pipes in Japan is around 500,000 km.

About 500 Japanese and Chinese college students took part in an exchange event Thursday at Renmin University of China in Beijing, with dance, martial arts and calligraphy performances featured on stage.


Some 300 Japanese students got together in the Chinese capital to interact with about 200 Chinese students after visiting areas such as Shanghai and the provinces of Shanxi, Jiangxi and Yunnan in several groups since Saturday.


Chikara Oe, a 21-year-old student from Tohoku University in Japan, said he joined the exchange program and visited China for the first time as he was interested in cutting-edge technologies such as artificial intelligence in the country.


"I only had information (on China) from social media, so I wanted to see the country with my own eyes," Oe said. "Shanghai was like a future city and I thought it was more developed than Japan. After I return home, I will recommend my friends to visit China and have first-hand experiences."


Japanese Ambassador to China Kenji Kanasugi said in his speech at the event that it is "the will of the two countries' leaders to further promote personal and cultural exchanges," stressing the importance of deepening mutual understanding among younger generations who will be responsible for future bilateral ties.


The envoy called for more people-to-people exchanges, saying negative public sentiment toward each other remains a challenge. An annual survey showed last year that nearly 90 percent of respondents in each of the neighboring Asian countries had an unfavorable impression of the other.

A Japanese high court on Wednesday ordered the Tokyo metropolitan government and the state to compensate a company president and others for an unlawful investigation into the alleged unauthorized export of goods capable of producing biological weapons.


The Tokyo High Court ruled the investigation on Masaaki Okawara, 76, president of machinery maker Ohkawara Kakohki Co, and two other men was illegal.


The court ordered the state and Tokyo to pay about 166 million yen in compensation, up about 4 million yen from the amount awarded by the lower court.


A Tokyo police investigator testified at the lower court that the case was "fabricated," and a former investigator told the high court that people with discretion built the case "out of greed."


The plaintiffs had appealed the Tokyo District Court ruling that awarded the compensation to Okawara, Junji Shimada, a former director of the company, and the family of former adviser Shizuo Aishima, who died in 2021 after falling ill during detainment, insisting court findings on the maliciousness of the investigation by police and prosecutors were insufficient.


The state and the metropolitan government had also appealed, arguing their investigation was legal and seeking a rejection of the plaintiffs' appeal.


The Metropolitan Police Department said it will decide on its response after thoroughly examining the latest ruling.


Prosecutors withdrew the indictment in July 2021, but Aishima died due to stomach cancer at age 72 in February of that year before redeeming his honor.


The plaintiffs sought 560 million yen in damages in the lawsuit filed in September 2021, claiming the items in question -- spray dryers that can atomize liquids and turn them into powder through a quick drying process -- were not subject to export restrictions.


The Yokohama-based firm is Japan's leading maker of spray dryers, widely used to produce food products such as instant coffee, baby formula, medicine and ceramics.


The three men were arrested in March 2020 on suspicion of exporting spray dryers capable of producing biological agents without authorization. Okawara and Shimada spent 332 days in custody until they were released on bail in February 2021.

Japan's top court has rejected an appeal by a Japanese-born U.S. citizen challenging the constitutionality of the country's ban on dual citizenship, finalizing lower court rulings.


The decision by the Supreme Court's First Petty Bench, dated Monday, was on a claim that Article 11 of the Nationality Law, which stipulates the loss of Japanese nationality upon voluntarily acquiring a foreign nationality, infringes on the right to self-determination.


The Fukuoka District Court turned down the initial claim in 2023, noting that the law was appropriate and was not beyond the scope of discretion. The Fukuoka High Court also supported the first decision last year.


According to the ruling, the woman acquired U.S. citizenship in 2004. She applied for a Japanese passport in 2017, but her application was rejected the following year on the grounds that she had lost her Japanese nationality.

The government on Wednesday vowed to deliver lower-priced stockpiled rice it releases as a counter to surging prices more broadly and stably to consumers in rural areas, after it suspended taking orders from major retailers to make room for smaller ones.


About 70 major retailers made requests to buy reserve rice from the farm ministry, bringing the total to over 200,000 tons, or about two-thirds of the 300,000 tons up for sale, a day after the launch of a new release scheme on Monday.


The Ministry of Agriculture, Forestry and Fisheries decided to stop taking orders Tuesday night, unveiling plans to allocate the rest, or 100,000 tons, to smaller supermarkets and rice shops. It is scheduled to start accepting requests possibly Friday, with transport costs to be shouldered by the government.


"We will continue with our efforts to make sure reserve rice will reach people living in rural areas as much as possible," Japan's new farm minister Shinjiro Koizumi told a parliamentary session in the House of Representatives, indicating that the government would impose a purchase limit for big retailers.


The ministry limits buyers to large retailers handling at least 10,000 tons of rice a year at present.


The government has been scrambling to ease the pain and frustration felt by households as retail rice prices have doubled from a year earlier.


After its releases of stockpiled rice through auctions earlier this year failed to rein in the price surge, the government switched to direct sales to retailers.


Major supermarket operators Aeon Co and Ito-Yokado Co as well as e-commerce giant Rakuten Group Inc. moved to buy reserve rice, according to the ministry. But many of them chose the newer rice on offer harvested in 2022, meaning that the reminder from 2021 will be offered to smaller shops.


"We hope that the ministry under the strong leadership of Minister Koizumi will strive to supply lower-priced rice in a stable manner," Chief Cabinet Secretary Yoshimasa Hayashi said at a press conference.


Koizumi was put in charge of the ministry and its rice policy by Prime Minister Shigeru Ishiba a week ago, after his predecessor resigned over his controversial remarks about receiving free rice from supporters.


Reserve rice from 2021 will likely be sold at around 1,800 yen per 5 kilograms, more than half the recent average retail price.


Japan had stockpiled 910,000 tons of rice before it released 312,000 tons in three tranches in auctions in March and April. About half of the remaining 600,000 tons is currently set for release.

Japan's government plans to improve working conditions for chefs at its overseas diplomatic missions due to intensifying competition for talent as the nation's cuisine grows in popularity worldwide.


More than 6 million yen will be paid annually to chefs under the new scheme slated to start in January, up from the current average of around 4 to 4.5 million yen, according to the Foreign Ministry.


Many serve as live-in chefs at diplomatic establishments, but they will be allowed to opt for rented accommodation with the cost to be covered by the government, the ministry said.


Foreign Minister Takeshi Iwaya said chefs at overseas missions play "significant roles" in the hosting of foreign dignitaries, and recruiting good staff has "increasingly become harder."


"We expect chefs, as 'food diplomats,' to promote Japanese food more proactively," Iwaya told a press conference earlier this month when he announced the new system.


Every overseas outpost should have a chef, and busy locations, including the Japanese embassies in the United States and China, have two. Currently, about a dozen out of some 230 missions have a vacancy, according to the ministry.


The chefs will be contracted for two years and can be extended for one year. Currently, the length of their contracts tends to be open-ended as they are linked to the terms of their higher-ranked colleagues such as ambassadors and consuls general.


The new system is expected to enable the chefs to "draw their career paths more easily," Iwaya said.


Other improvements include adding funds to the chefs' salaries for them to use in bringing their spouses to countries where they work, the ministry said.

Nearly 60 percent of Japanese believe soaring rice prices will fall with the appointment of a new farm minister, following his predecessor's sacking over a controversial remark about being gifted rice that angered consumers, a Kyodo News survey showed Sunday.


In the two-day telephone poll conducted from Saturday, 59.8 percent expressed such expectations, while 35.1 percent said they do not believe there would be any such changes with Shinjiro Koizumi at the helm of the Ministry of Agriculture, Forestry and Fisheries.


The son of a former prime minister is regarded as a young leadership hopeful in the ruling Liberal Democratic Party.


The average price of rice sold at Japanese supermarkets has remained roughly twice as high as a year earlier, partly due to poor harvest caused by the hot summer of 2023.


It hit a record 4,268 yen per 5 kilograms during the week from May 5 to May 11, even though the government took countermeasures such as releasing its stockpiles to stabilize supply.


The survey also showed 44.7 percent believe rice prices should be brought below 3,000 yen per 5 kg, lower than recently pledged by Prime Minister Shigeru Ishiba. That contrasts with 45.0 percent who believe the target rice price rollback is "appropriate," with only 7.6 percent saying the prices should be set higher.


Koizumi said Friday the government plans to sell its stockpiled rice to retailers through direct contracts, bypassing auctions that have prevented government control over prices, and aims to make it available in stores at 2,000 yen per 5 kg.


According to the poll, 42.2 percent said the removal of then farm minister Taku Eto on Wednesday, three days after the gaffe was made, came too late.


Eto came under fire after saying at a fundraising event on May 18 that he has "never had to buy rice" because he receives so much of it from supporters. The comment drew criticism from consumers and lawmakers for being tone-deaf at a time when many households are struggling under rampant rice price inflation.


Ishiba initially sought to retain Eto but eventually caved in to opposition pressure.


Support for Ishiba's Cabinet rose to 31.7 percent, up 4.3 percentage points from the previous weekend's survey according to the poll. The disapproval rating stood at 52.6 percent, compared with 55.1 percent.


Asked about how long Ishiba should remain as prime minister, 25.6 percent said they want him to resign at the earliest possible date, with 31.1 percent saying they want him to stay on until the House of Councillors election set for this summer and 22.2 percent saying "another year." Those wanting him in the post as long as possible accounted for 17.2 percent.


As for the upper house election, 28.6 percent said they would vote for the LDP in the contest's proportional representation section while 14.3 percent expressed support for the Democratic Party for the People, an opposition party.


Around 13.6 percent said they would vote for the main opposition party, the Constitutional Democratic Party of Japan, 6.3 percent for the Japan Innovation Party and 5.2 percent for the anti-establishment Reiwa Shinsengumi in the election.


When asked which party they support, the poll showed 28.4 percent back the LDP, 12.1 percent the Constitutional Democratic Party of Japan, 14.1 percent the Democratic Party for the People and 6.5 percent the Japan Innovation Party, while 19.4 percent said they had "no party to support."


The nationwide survey called 584 randomly selected households with eligible voters and 3,908 mobile phone numbers, yielding responses from 435 household members and 629 mobile phone users.
