TOKYO
The average number of coronavirus patients among designated hospitals across Japan has been rising for 11 consecutive weeks, health ministry data showed Friday, with experts warning the country has entered its 10th COVID-19 wave.
The average among the roughly 5,000 medical institutions stood at 16.15 in the week through last Sunday, with the total number of patients they reported up 8 percent from the previous week to 79,605, the data showed.
Ishikawa Prefecture in central Japan saw the highest rise among the 47 prefectures with an average of 24.52 patients per institution, despite some reports not being included due to the disastrous impact of an earthquake on New Year's Day.
Ishikawa and 40 other prefectures, including Tokyo, logged rises in the most recent week, and averages were also high in Fukushima at 24.49 patients per institution and Aichi at 22.55.
Okinawa Prefecture saw the lowest figure at 8.94, followed by Osaka at 9.36 and Aomori at 10.75.
New hospitalizations reported from approximately 500 medical institutions nationwide increased 4 percent from the previous week to 3,459.
"COVID-19 cases are clearly rising as we are in the 10th wave," said Hiroshi Mukae, a director of the Japanese Respiratory Society and professor at Nagasaki University. He warned that influenza and other contagions are also spreading this winter.
Following the downgrade of COVID-19 to the same category as seasonal influenza in May last year, the government stopped releasing the daily tally of new cases.
It now only releases the weekly number of patients reported from the designated institutions, as well as the average number of cases among the facilities.

1 IN 5 JAPANESE UNIVERSITY STUDENTS DO NOT WANT CHILDREN BEST ON SURVEY
1 IN 5 JAPANESE UNIVERSITY STUDENTS DO NOT WANT CHILDREN BEST ON SURVEY
TOKYO
One in five Japanese university and graduate school students said they do not want children, with many citing financial concerns, a recent company survey showed.
The survey, conducted on students expected to graduate in 2025, showed that 19.2 percent said they do not wish to have children, a jump from 13.1 percent in last year's results, which covered students completing their studies in 2024, job website operator Mynavi Corp said.
With the respondents representing a generation whose student life has been impacted by rising prices, "There is a possibility that economic concerns are impacting their views on life," a Mynavi official said.
The survey showed that more female respondents are not seeking to have children than their male counterparts, standing at 23.5 percent and 12.1 percent, respectively.
In a multiple-choice question asking their reasons why, the largest cohort at 57.4 percent cited "a lack of confidence about raising a child," followed by "concerns about losing personal time" at 51.5 percent and "economic worries" at 51.0 percent.
The survey came as the number of births in Japan hit a new record low of 799,728 in 2022, while the growing trend of people marrying later in life or not marrying at all could be contributing to the declining birthrate, according to the health ministry.
An accelerated fall in births "would lead to a decrease in workers and consumers, which in turn slows down the whole Japanese economy," said Koya Sakata, a researcher at NLI Research Institute.
The survey also showed students wanting to live in a dual-income household reached 70.0 percent, the highest figure since the poll began for students who were expected to graduate in 2016, reflecting an increased willingness to pursue a career and concerns about future earnings.
In a single-answer question asking their reasons why, the largest group at 14.8 percent said they could make a living on just one partner's income, followed by 12.5 percent who selected that it is natural for each partner to have a job of his or her own.
The online poll, which targeted university and graduate school students who are registered as Mynavi members, received valid responses from 1,538 women and 799 men between Nov 28 and Dec 25 last year.

SNOWFALL LEAVES MORE THAN 130 INJURED IN TOKYO JAPAN
SNOWFALL LEAVES MORE THAN 130 INJURED IN TOKYO JAPAN
TOKYO
Over 130 people were taken to hospital in Tokyo through Tuesday after many slipped and fell due to heavy snowfall in eastern Japan, the Tokyo Fire Department said.
The injured were aged 4 to 92 and none were in a life-threatening condition, it said. In neighboring Kanagawa Prefecture, more than 30 sustained injuries, while more than 50 were slightly hurt in Saitama Prefecture.
The Japan Meteorological Agency lifted its heavy snow warnings across nine prefectures, but snowfall and rain continued in some areas through the morning.
Most sections on East Japan Railway's Chuo Line and Ome Line that had been temporarily halted were back in operation by Tuesday afternoon.
According to JR East, six express trains were stuck at stations for over 10 hours overnight, forcing over 1,600 passengers to spend the night onboard. One was taken to hospital after feeling unwell.
All Nippon Airways and Japan Airlines canceled around 30 domestic flights, mostly to or from Tokyo's Haneda airport.
Many passengers in Tokyo's Shinjuku Station could be seen asking for refunds and changing to other train lines.
"The train was already canceled when I arrived at the station. Business negotiations will have to be postponed to another day," said a 32-year-old woman who had planned to go to Kofu Station in Yamanashi Prefecture for work.
Through Monday evening, Maebashi in Gunma Prefecture recorded the highest amount of snowfall at 11 centimeters, while central Tokyo and the city of Saitama saw 8 cm each, according to the weather agency.

DIGITALISATION OPENS UP A NEW EARA FOR LEARNING SOCIETY CONSTRUCTION
Digitalisation opens up a new era for learning society construction
SHANGHAI (January 31, 2024): A parallel session on “Education digitisation and learning society construction” was held here as part of the 2024 World Digital Education Conference yesterday.
The conference was participated by more than 240 representatives from educational departments, universities, and research institutions from 35 countries and regions.
Focusing on the theme of “Digital Education: Application, Sharing, and Innovation,” the conference delved into the theoretical and practical issues of building a learning society in the digital age from different perspectives.
China’s Ministry of Education Vice Minister Wu Yan pointed out that the construction of a learning society is an important issue of international concern.
With the improvement of the level of higher education popularisation, especially the rapid development of information technology, the vision of “learning anytime, anywhere, and by everyone” has become a reality.
In recent years, the China’s Ministry of Education has implemented a strategy for digital education and established a national smart education platform, creating a digital foundation for a learning society.
China has been continuously promoting the construction of learning cities, learning communities, and learning enterprises, encouraging everyone to have a passion for learning. With the world’s largest scale of digital education, China is serving the world’s largest learning population.
China is willing to strengthen cooperation with relevant countries and international organisations to build an all-weather digital learning platform, a comprehensive digital learning space, and a fully covered digital education community, contributing to the construction of a digital education community.
Unesco Institute for Lifelong learning director Isabell Kempf introduced the Unesco’s concepts and initiatives on building a lifelong learning society and achieving inclusive digital learning.
The International Council for Open and Distance Education secretary-general Torunn Gjelsvik believed that digitisation is key to building a global learning society, emphasising the importance of quality and inclusivity.
The Asian Association of Open Universities and the African Council for Distance Education shared their respective organisations’ new ideas and strategies for a learning society. The University of Macau, the Korean Institute for Lifelong Learning, Anadolu University of Turkey, Moscow City Teacher Training University, and The Open University of the United Kingdom also shared the practical cases and successful experiences from their countries and schools in driving a digital-driven learning society.
Gabon’s National Education and Civic Training Minister Camélia Ntoutoume Leclerq and New Zealand’s Education and Immigration Minister Erica Standford introduced the policies and measures of their respective countries in promoting digital education and lifelong learning digitalisation in their respective countries and schools.
The African Union Commission’s Commissioner for Education, Science, and Innovation Mohamed presented the African Union’s coordination of lifelong learning practices in African countries.
Both Chinese and foreign participants generally believed that the rapid development of digital technology and the wave of digitalisation will bring about profound changes to education. It requires countries and international organisations to share high-quality resources and effective solutions while strengthening global governance in the field of digital education to cope with the profound challenges brought by technologies such as artificial intelligence to education and even to humanity.
Governments, schools, and businesses worldwide should strengthen cooperation and jointly build an all-weather digital learning platform to provide round-the-clock, uninterrupted learning support for learners worldwide.
They should also create a comprehensive digital learning space, develop more intelligent and portable learning terminals, enabling learners to start their “learning journey” with just one click, regardless of their location.
By building a fully covered digital education community and establishing sound mechanisms for data security, digital ethics, and privacy protection, learners can receive more personalised and user-friendly learning services, thus ushering in a new era of a learning society.

NORTH KOREA FIRES MISSILES AS KIM SEEKS `WAR PREPARATION` BOOST
North Korea fires missiles as Kim seeks ‘war preparation’ boost
Multiple cruise missiles were fired toward waters off North Korea’s west coast at around 11 a.m. Friday, South Korea’s Joint Chiefs of Staff said in a text message to reporters. U.S. and South Korean intelligence authorities were analyzing the test, it said. Kim’s regime usually releases information about the launches a day after the fact.
The North Korean leader inspected warships being built at the Nampho Dockyard on the country’s west coast, the official Korean Central News Agency reported earlier. He was on hand to see the test late last month of a new cruise missile designed to be fired from a submarine and also inspected a nuclear-powered submarine his state is trying to build.
Kim is likely using the tests to show he has a variety of methods to launch a strike, adding to the planning contingencies for the U.S. and its allies in the region — Japan and South Korea. This includes using his navy to fire off missiles as well as deploying a new type of underwater drone that Pyongyang says would be able to deliver a nuclear strike. Weapons experts doubt the claim.
At the start of the year, Kim raised worries about ratcheting up provocations when he called for ending the concept of peaceful reunification with South Korea and his state fired artillery near Yeonpyeong Island. The seas near the South Korean border island have been the site of clashes between the two sides, including a 2010 incident in which South Korea said North Korea torpedoed one of its warships south of the line, killing 46 sailors.
Although North Korea is barred by U.N. Security Council resolutions from testing ballistic missiles, it faces no such prohibitions on cruise missiles.
Ballistic missiles fly in an arced trajectory at supersonic speeds and are unpowered on descent. Cruise missiles travel at typically subsonic speeds and can fly at low altitudes. They are maneuverable, making them harder to detect and intercept.
Kim has shown no inclination that he wants to return to stalled nuclear disarmament talks and has rolled out a series of new weapons designed to deliver nuclear strikes on the U.S. and its allies in Asia.
This has led to some speculation that Kim has turned the corner on his bellicose outbursts and is readying for battle. U.S. President Joe Biden has warned Kim that it would mean the end of his regime if he tried to launch a nuclear attack.
Kim over the past few months has called for strengthening his navy, which mostly consists of small warships and submarines for coastal defenses. Russia has been looking to train with Kim’s fleet as it steps up cooperation with its neighbor, South Korea’s spy agency warned in September, Yonhap News reported.
In testimony to the U.S. Senate Armed Services Committee, Adm. Samuel Paparo said the relationship between Russia and North Korea is becoming symbiotic as Kim receives help from Moscow in exchange for sending munitions to President Vladimir Putin for his war on Ukraine.
"It closes gaps each for the other, providing conventional weapons to Russia from North Korean industry, providing sanctions-evading materials and high end — potentially high-end technology to North Korea,” Paparo said at the hearing for his reappointment as commander of the U.S. Indo-Pacific Command.
