JAPAN POLICE PANEL STARTS TALKS TO ALLOW MORE FOREIGN SECURITY WORKERS - TOKYO JAPAN

Japan's police agency on Wednesday launched an expert panel to consider allowing more foreign nationals to work in the private-sector security service industry as it struggles with labor shortages and an aging workforce.

The National Police Agency said the panel will examine whether people with Specified Skilled Worker or Employment for Skill Development status should be allowed to take security jobs.

Under current rules, foreign nationals can work in the industry only if they hold certain residence statuses, such as long-term resident status.

"The labor shortage in the security industry is particularly severe," said Yoshitaka Yamada, head of the agency's Community Safety Bureau.

He added that the panel, which includes university professors and representatives of industry groups, should discuss how the industry should accept foreign workers.

The panel plans to compile a report by January 2027. Based on its recommendations, the police agency will consult the Justice Ministry and the Ministry of Health, Labor and Welfare on the details of any new framework.

According to data cited by the Ministry of Economy, Trade and Industry, the job-to-applicant ratio for security-related occupations stood at 6.55 in 2025, meaning there were 655 openings for every 100 job seekers, compared with 112 across all occupations. In 2024, 47 percent of security guards were aged 60 or older.
