GOVERNOR TOKYO WANTS TO START STUDY ABROAD GRANT SYSTEM, INCLUDING MONTHLY ACTIVITY ALLOWANCE - JAPAN
GOVERNOR TOKYO WANTS TO START STUDY ABROAD GRANT SYSTEM, INCLUDING MONTHLY ACTIVITY ALLOWANCE - JAPAN
TOKYO
As anyone who’s ever looked into the prospect of studying abroad at anything beyond the idle daydream level can attest, it’s not cheap. Aside from the travel expenses involved to simply get to another country, there’s the cost of finding housing, coping with a new lifestyle in a place where you may not know budget-friendly places to eat and shop for essentials, and, of course, the cost of tuition, which sometimes comes with the burden of extra fees for international students.
And yet, many who have done it will say that studying abroad, even on a short-term program, can be a life-changing experience that broadens your horizons and opens up enriching career paths that you may have otherwise never even knew existed, much less follow for yourself. Among the proponents of studying abroad, even with the costs involved, is Tokyo mayor Yuirko Koike, who has announced a plan for the Tokyo metropolitan government to start handing out grants to students who want to study abroad.
Koike, who spoke about the initiative on Jan 12, said that the amount of financial support students receive would be dependent on a variety of factors, including the cost of living in their host countries and the length of their study abroad program. For those on short programs, roughly one to four months, a maximum total grant of 900,000 yen would be possible to pay for travel on tuition expenses, while those on year-long programs could receive as much as 3.15 million yen, which could include a monthly allowance of 150,000 yen for “local activity expenses,” ostensibly cultural and extracurricular activities outside the standard classroom curriculum.
To be eligible, applicants must have Japanese nationality (i.e. must be Japanese citizens), have a parent or guardian who lives in Tokyo, and be enrolled in a domestic university or technical college/vocational school. In other words, the aim of the program is to help students who are already pursuing academic goals to study overseas. In addition, the grants will be for students applying to study at overseas universities, so they can’t be used for language schools. Koike also says that there will be no upper family income eligibility limit for applicants.
The proposed grant system comes at a time when there’s a growing sense that young people in Japan are showing less interest and initiative in going abroad than previous generations did, coinciding with a plummeting value of the yen that’s making studying abroad an economically daunting endeavor even for those who are interested. At the same time, Japan’s aging population and other macroeconomic factors are most likely going to make a global outlook of elevated importance for professionals in Japan in the years to come. “Japan’s international competitiveness is falling” said Koike in discussing the program, adding “We need to accelerate investment in our young people and quickly produce human resources that can contribute globally.”
Koike’s vision is for the program to initially provide grants for 500 short-term study abroad participants and 100 mid/long-term ones, with the first group departing for their overseas experiences in the summer of next year.

Fires are 'truly heartbreaking' - Harris

During a briefing earlier, President Joe Biden, Vice-President Kamala Harris and other administration officials, discussed the federal government's response to the California fires.
"I'm continuing to direct the federal government to do everything possible, everything (we) possibly can to help California," Biden said. But a "monumental task" remains he said, from clearing debris, distributing food and water, sending emergency payments to victims and more.
"(To) the people of Los Angeles, thank you for sticking together, for helping one another through an unimaginable loss," Biden said. "I want you to know we have no higher priority than the safety of you folks in Los Angeles."
Harris, who is from California and whose home in Los Angeles has been threatened by the blazes, called it a "dangerous and unprecedented crisis" and "truly heartbreaking".
She called on residents to remain "vigilant" over the next couple of days, as high-speed winds present an elevated risk for the fires to spread.
She praised the "acts of courage, heroism, building of community, people looking out for strangers" and "generosity of spirit" that have accompanied the disaster, thanking firefighters and other emergency responders for their "sacrifice" in battling the flames.

RAISING CITY LODGING TAX TO UP TO 10,000 YEN PER NIGHT - KYOTO JAPAN
RAISING CITY LODGING TAX TO UP TO 10,000 YEN PER NIGHT - KYOTO JAPAN
Kyoto municipal authorities plan to raise the lodging tax for hotels and other accommodation to a maximum 10,000 yen per person per night from the current 1,000 yen limit, as the city is struggling with overtourism, a source familiar with the matter said Wednesday.
The new amount will be the highest among Japanese municipalities that adopt fixed fee systems, according to the Ministry of Internal Affairs and Communications.
The city introduced a multitiered lodging tax system in 2018. Currently visitors pay 200 yen for stays that cost less than 20,000 yen per person per night, 500 yen for stays ranging from 20,000 yen to under 50,000 yen per night, and 1,000 yen for accommodation costing 50,000 yen or more per night.
Under the new system, the rates will be split into five tiers, with the highest amount being 10,000 yen per night for accommodation costing 100,000 yen or more per night. The city aims to introduce the new taxes in the spring of 2026.
The 200 yen minimum will remain unchanged, but the threshold will be narrowed from less than 20,000 yen per night to less than 6,000 yen per night.
The new system is expected to raise the city's revenue from the lodging tax to 10 billion yen or more from about 5.2 billion yen in fiscal 2023.
The city has been grappling with overtourism amid a surge in overseas visitors. Mayor Koji Matsui said earlier that taxes would be raised "to balance tourism and the livelihoods of local residents."
According to the ministry, lodging tax systems have been introduced in 11 municipalities in Japan. Most municipalities charge fixed amounts, but the town of Kutchan in Hokkaido, where the popular Niseko ski resort is located, charges a flat rate of 2 percent of accommodation fees.
