RENOWNED ART MUSUEM IN KANAZAWA TO TEMPORARILY CLOSE FOR REPAIRS - KANAZAWA JAPAN
KANAZAWA
A renowned art museum in Kanazawa will be temporarily closed from around May 2027 for repairs due to aging facilities as well damage sustained in the 2024 New Year's Day earthquake that rattled central Japan, the city government said Tuesday.
The 21st Century Museum of Contemporary Art, Kanazawa is expected to reopen after March 2028. The museum, noted for photogenic spots such as "The Swimming Pool" exhibition area, has been popular with tourists visiting the historical city in Ishikawa Prefecture since its opening in 2004.
The city said equipment and facilities including air conditioning must be renovated, while the glass ceiling of an exhibition area damaged in the deadly temblor needs to be fixed.
The city plans to complete its repair plan by March 2026.
The museum has been one of the notable tourist spots in Kanazawa, along with Kanazawa Castle and Kenrokuen, one of Japan's most famous gardens.
The museum won a Golden Lion award at the ninth Venice Biennale International Architecture Exhibition in 2004, and its architects won the 2010 Pritzker Prize, dubbed the Nobel prize of architecture.
The museum received over 1.5 million visitors within the first 18 months after its opening, according to the Japan National Tourism Organization.

MALAYSIA'S OIL PALM REPLANTING STILL BEHIND TARGET JUST 2 PCT REPLANTED IN YEAR 2024
MALAYSIA'S OIL PALM REPLANTING STILL BEHIND TARGET JUST 2 PCT REPLANTED IN YEAR 2024
KUALA LUMPUR (Feb 25): The progress of replanting oil palm trees is still lagging, with Malaysia managing to replant 114,000ha or 2.0 per cent of its total planted area in 2024, down from 132,000ha (2.3 per cent) in 2023.
Plantation and Commodities Minister Datuk Seri Johari Abdul Ghani said this was below the recommended annual target of 4 to 5 per cent or approximately 285,000ha per year.
He said increasing yield is pivotal to securing the palm oil industry’s longevity and the government has made replanting a priority to boost productivity without expanding land use.
“Replanting is a critical issue that must be tackled immediately, as it directly impacts the industry in the long run.
“To secure future yields, this long-term commitment must begin now to ensure the continued growth and resilience of the sector. This is especially important as Malaysia has committed to ensuring that no further deforestation will take place due to palm oil,” he said in his keynote address at the 36th Palm and Lauric Oils Price Outlook Conference (POC 2025) today.
The minister said that while efforts to increase replanting rates are being intensified, it is crucial to ensure that only high-quality planting material is used.
“As many of you know, smallholders remain a significant but vulnerable group in the palm oil industry due to a lack of scale. Thus, they may be susceptible to dishonest practices by certain nurseries.
“The government will continue to focus on protecting the interests of the industry as well as the over 450,000 smallholders. To ensure that only high-quality seeds are used in replanting efforts, the government, through the Malaysian Palm Oil Board (MPOB), will conduct random checks to ensure that nurseries are selling the right product,” he said.
To address challenges such as ageing palm trees and stagnant yields, he said KPK is working closely with the Ministry of Finance to increase grant assistance for oil palm replanting and streamline the application process for smallholders.
“Other growers and players along the supply chain are also eligible for numerous tax incentives, such as Investment Tax Allowance (ITA), Reinvestment Allowance (RA), Green Technology incentives, and various others, reflecting Malaysia’s commitment to supporting all stakeholders in the industry,” he added.
On artificial intelligence (AI) in the palm oil industry, Johari said the sector cannot shy away from new technologies and must fully embrace advancements to remain competitive.
“The use of AI in production processes is essential, as it can boost efficiency, reduce reliance on foreign labour, and ensure the highest standards of quality and sustainability.
“Recently, I visited one of the top palm oil mills in Kuala Kangsar, which operates at a capacity of 45 metric tonnes per hour. They introduced me to an AI-powered system that significantly enhanced their operations. By integrating AI, they achieved savings of approximately RM2.7 million annually,” Johari said.
He said the savings stemmed from reduced oil losses, lower maintenance costs, and a 33 per cent reduction in manpower requirements.
“I strongly encourage industry players managing the 453 palm oil mills in Malaysia to explore and adopt this technology. The cost of implementation is approximately RM5 million per mill, but with the potential savings and efficiency improvements, the return on investment is well justified.
“This is a crucial step in increasing yield and reducing operational costs. By adopting AI-driven solutions, we can enhance productivity without expanding land use, ensuring that Malaysia’s palm oil industry remains competitive and sustainable in the global market,” he added.

WHAT DO YOU NEED TO KNOW ABOUT WINTER IN JAPAN AND ABOUT SKIING SPORT?
PETRONAS WAITING FOR DETAILS ON COOPERATION WITH PETROS - KUALA LUMPUR MALAYSIA
PETRONAS WAITING FOR DETAILS ON COOPERATION WITH PETROS - KUALA LUMPUR MALAYSIA
KUALA LUMPUR (Feb 25): Petroliam Nasional Bhd (Petronas) said it is waiting for the details of discussions between the federal government and Sarawak state government on the scope of cooperation between the national oil firm and Petroleum Sarawak Bhd (Petros).
President and group chief executive officer Tengku Tan Sri Muhammad Taufik Tengku Aziz said the details would be the basis of all working arrangements between Petronas and Petros moving forward.
“We await the details that will be agreed upon in principle, both by the federal government and Sarawak state government, before we can proceed with materialising all working arrangements; this has to be carefully done,” he told reporters after the announcement of Petronas’s financial performance for the financial year ended Dec 31, 2024 (FY2024) here today.
Prime Minister Datuk Seri Anwar Ibrahim recently said the federal government will meet the Sarawak state government to detail the scope of cooperation between Petros and Petronas.
He said the discussion is to explore the cooperation to be undertaken by both companies involving any new projects in any field.
Meanwhile, Tengku Muhammad Taufik stressed that the national oil firm remains open to collaborations with Petros regarding the state’s hydrocarbon resources.
“We will have to do this carefully. We want to ensure that the interests of both (federal and state governments), as cited by the prime minister, are looked after,” he said.
Tengku Muhammad Taufik explained that all contracts leading up to the Distribution of Gas Ordinance will remain in full force.
“And in fact, Petronas has not behaved irresponsibly; we have not denied anyone any more deals. But as this unfurls, I think there needs to be a realisation that the longer this lasts, the more uncertainty will emerge amongst investors and buyers.
“Thankfully, the positive note is that the principles are coming closer between the prime minister and Sarawak chief minister. We will work out the details. There is no animosity here or lack of communications,” he said.
Responding to questions about oil exploration in Sabah, Tengku Muhammad Taufik said Petronas sees more opportunities in the state moving forward.
In its Malaysia Bid Round 2024, Petronas, through Malaysia Petroleum Management, successfully signed two production-sharing contracts, SB306A and SB306B, located off the coast of Sabah.
“They are more technically challenging than deeper waters, and we must deal with impurities. So, it will be a margin-challenged environment, but there are promising prospective resources that will be brought forward,” he added.

VIRAL - WHY SKIING AND SNOWBOARDING ARE ESSENTIAL TO THE WINTER OLYMPIC ...
TRAVELER AT KANSAI INTERNATIONAL AIRPORT OSAKA CONFIRMED INFECTED WITH MEASLES; CAUTION URGED - TOKYO JAPAN
TRAVELER AT KANSAI INTERNATIONAL AIRPORT OSAKA CONFIRMED INFECTED WITH MEASLES; CAUTION URGED - TOKYO JAPAN
TOKYO
On February 14, a resident of Aichi Prefecture began to feel hot. In addition to a fever, the woman eventually developed a rash, cough, and intestinal inflammation, leading to a medical examination in which a measles infection was confirmed and announced by the Osaka Prefectural government on February 21. The woman, who is in her 20s and had received measles vaccinations twice at some point in her life, is now hospitalized and undergoing recovery treatment, but what makes the situation still concerning is that prior to her diagnosis she appears to have traveled overseas via Kansai Airport, one of Japan’s largest international air hubs.
On February 14, the woman took an airline-operated highway bus from Nagoya Staton in Aichi to Kansai Airport, departing at around noon and arriving at approximately 3:30 p.m. She then spent the next two and a half hours inside the airport’s Terminal 1, which is used for both domestic and international flights. The infection announcement states that the woman “had traveled to Vietnam” prior to her diagnosis, which would account for why she was back in Kansai Airport’s Terminal 1 a week later on February 21, from about 4 to 6 in the evening. She then traveled to the Hatago Inn Kansai Airport, a hotel in Izumisano City just across the water from the island which makes up the airport, where she stayed at the hotel from about 10:30 p.m. until noon the next day.
This is Osaka Prefecture’s second confirmed case of measles infection this year, with the other, seemingly by coincidence, also announced on February 21. In an apparently unrelated case, a girl (whose age has been given as “under 10 years old”) was diagnosed with measles after developing a fever, cough, and rash. The child has no history of measles vaccination, and contact tracing efforts determined she was at the Lalaport Kadoma/Mitsui Outler Park Osaka Kadoma shopping center in Kadoma City on the evening of February 15 for roughly 40 minutes from about 5 p.m., and at the Hanaten branch of drugstore Matsumoto Kiyoshi in Osaka City on February 17 from approximately 6:10 to 6:50 p.m.
After infection, it can take as much as three weeks for measles symptoms to show, so health officials are urging anyone who happened be travelling through Kansai Airport or staying or shopping at the other above-mentioned locations on the specified dates to pay close attention to their physical condition over the next few weeks and consult a doctor if they begin to feel feverish or develop a cough or rash.

JAPANESE SALMON CATCHES PLUMMET IN LOSING BATTLE TO CLIMATE CHANGE - SAPPORO JAPAN
JAPANESE SALMON CATCHES PLUMMET IN LOSING BATTLE TO CLIMATE CHANGE - SAPPORO JAPAN
SAPPORO
There is trouble on the horizon in the northernmost prefecture of Hokkaido, where poor fishing conditions triggered by global warming are endangering Japan's prized salmon -- widely considered one of the country's favorite seafood.
A researcher has warned that climate change is forcing Hokkaido's chum salmon, which make up the bulk of Japan's salmon catch, into a losing battle with a relative for food, hindering their return in large numbers to spawn in the rivers where they were released.
Masahide Kaeriyama, a salmon ecology expert and professor emeritus at Hokkaido University, sounded the alarm, warning, "If this trend continues, there will be no more salmon in Japan in the next century."
According to the Hokkaido government, salmon numbers peaked at 56.47 million in 2003 but have since plummeted to less than a third of that, reaching 15.62 million in 2024 -- the second-lowest count on record since 1989.
The prolonged decline has forced seafood retailer Maruichi Suisan to hike the price of its processed salmon jerky snack, "Sake Toba," by 20 percent this winter.
"We kept the price unchanged for over 10 years, but with poor catches, we had no choice," said shop manager Kei Numahata with resignation at the Nijo Fish Market, bustling with tourists and locals in Sapporo's Chuo Ward.
The tough and chewy salmon fillets, known to pack natural umami flavor, have long been a Japanese snack favorite.
A 75-year-old employee at another shop said he sometimes charges three times the usual price for salmon roe, admitting, "Some customers have told me they'll hold off this season."
Japan's salmon fishing industry, a key driver of the country's food culture, peaked in the 1990s and 2000s as artificial hatching and release programs expanded.
Juvenile salmon, or fry, released in Hokkaido and the northeastern Tohoku region head out to sea in spring, staying in coastal waters until summer. In fall, they migrate north through the Sea of Okhotsk, the Bering Sea and the Gulf of Alaska, where they grow and migrate seasonally before returning to Japan after about four years.
But a crack has emerged in this cycle. According to Kaeriyama, pink salmon, which thrive in colder waters, are rapidly increasing in the Bering Sea in the northern Pacific Ocean due to rising sea temperatures caused by global warming.
Because pink salmon feed on the same nutrient-rich zooplankton as chum salmon, intense competition has ensued, with chum salmon losing the battle for food and struggling to grow, leading to their decline, he said.
With fewer salmon returning to Japan, securing eggs for artificial hatching has been difficult.
An association to promote the breeding of salmon and freshwater trout in Iwate Prefecture in northeastern Japan had received about 40 million of the 60 million eggs hatched in fiscal 2023 from Hokkaido, but due to a shortage of eggs in Hokkaido, the association said it had received none this fiscal year.
But the salmon industry is not standing idly by. Since fiscal 2022, the association has doubled the weight of released fry to about 2 to 3 grams, expecting higher survival rates by allowing them to grow before being released into rivers.
"It will take several years to see the results, but we must do what we can," said an association official.
While Kaeriyama sees potential in these efforts, he warned that without addressing the root cause of global warming, reversing the decline in salmon populations will be difficult.
"I'd urge people to understand that this is not just about the inability to secure fishery resources, but also about the survival of the species itself."

WARNINGS ISSUED FOR AVALANCHES, ICY ROADS AHEAD OF MORE SNOW - TOKYO JAPAN
TOKYO
Japan will face more heavy snow after a two-week whiteout, the country's weather agency said Monday, warning people to be wary of avalanches and icy roads.
The country's regions facing the Sea of Japan experience heavy snowfall every year and are home to many ski resorts, drawing a growing number of tourists from abroad.
But several cities have seen record snowfall this month, causing traffic disruption and fatalities.
The Japan Meteorological Agency (JMA) said Monday more snowfall is expected in Niigata, Ishikawa and Nagano prefectures, as well as in some western regions including Hiroshima and Shimane prefectures.
The agency also warned people to stay vigilant of avalanches, icy roads and freezing of water pipes in those areas.
By 10 a.m. on Monday, Aomori City had recorded five meters of snow, Niigata's Uonuma recorded 3.81 meters, and Tadami in Fukushima Prefecture recorded 3.13 meters, according to the JMA.

UNITED NATION NUCLEAR CHIEF TO VIEW SOIL REMOVED FROM FUKUSHIMA - TOKYO JAPAN
UNITED NATION NUCLEAR CHIEF TO VIEW SOIL REMOVED FROM FUKUSHIMA - TOKYO JAPAN
TOKYO
The U.N. nuclear watchdog chief arrived in Japan on Tuesday for a trip that will include his first visit to storage facilities for soil contaminated in the 2011 Fukushima disaster.
It is the fifth official visit to the country by Rafael Grossi, head of the International Atomic Energy Agency (IAEA).
The organization is monitoring the decades-long process to decommission the Fukushima Daiichi nuclear plant, which went into meltdown after being hit by a tsunami in the worst nuclear disaster since Chernobyl.
Workers at the wrecked plant on Japan's northeast coast last week began dismantling wastewater storage tanks to free up space for tonnes of nuclear debris.
Grossi will tour the site on Wednesday, and will also be shown the contaminated soil that the government is currently discussing how to handle.
After the disaster, about 13 million cubic meters of soil and about 300,000 cubic meters of ash from the incineration of organic material was removed from the wider Fukushima region, as part of decontamination efforts.
For comparison, the Tokyo Dome arena, where U.S. pop superstar Taylor Swift performed last year, has a capacity of 1.24 million cubic meters.
The soil is being kept at interim storage facilities, over a total area of 16 square kilometers (six square miles).
Japan plans to recycle roughly 75 percent of the removed soil -- the portion found to have low radioactivity levels.
If this material is confirmed safe, authorities want to use it for civil engineering projects, including building embankments for roads and railways, the government and the IAEA say.
The remaining soil will be disposed of outside Fukushima region ahead of a 2045 deadline.
The government has said it intends to confirm the disposal site this year, with Fukushima's regional governor reportedly urging them to come up with a plan quickly.
"Japan's approach for recycling and disposing of soil and radioactive waste from decontamination activities... is consistent with IAEA safety standards," the IAEA said in September in its final report on the soil issue.
The Fukushima plant was hit by a huge earthquake-triggered tsunami in March 2011 that killed 18,000 people.
The most dangerous part of the complex Fukushima plant clean-up -- removing around 880 tons of radioactive fuel and rubble from three stricken reactors -- has only just begun, with one tiny sample removed by a robotic claw.
During Grossi's visit, experts from the IAEA and neighboring countries including China and South Korea will also take seawater and fish samples "to further increase the transparency" of the process of releasing treated wastewater into the sea, an official from Japan's energy agency said.
Plant operator TEPCO in August 2023 began discharging 1.3 million tons of collected groundwater, seawater and rainwater, along with water used for cooling the reactors.
The water release has been endorsed by the IAEA, and TEPCO says all radioactive elements have been filtered out except for tritium, levels of which are within safe limits.
But countries including China and Russia have criticized the release and banned Japanese seafood imports over safety concerns.
China in September said it would "gradually resume" importing seafood from Japan but this has yet to begin.
