The Miguel Malvar, a guided missile frigate from the Philippine Navy and the Takanami, a destroyer from Japan's Maritime Self-Defense Force, took part in the exercise, which was held west of the town of Masinloc on the Philippines' main island of Luzon.


The exercise, called the Maritime Cooperative Activity, is aimed at strengthening international cooperation to achieve a free and open Indo-Pacific, the Philippine military has said.


Kyodo News and some other select members of the media from the Philippines and Japan were onboard the frigate, and watched it and the Japanese ship conduct an anti-submarine warfare drill that the countries did not conduct during their first such exercise last August.


"The spirit of friendship and mutual respect in our maritime forces remain vital in promoting peace, stability and maritime security in the region," Capt. Paul Michael Hechanova, commander of the Miguel Malvar, said in a message to the Takanami, as seen in a video released by the Philippine military.


Two Chinese navy ships were spotted from a distance but there were no radio challenges or other untoward incidents.


The Philippines has reported repeated incursions by Chinese vessels in its exclusive economic zone, some sailing to within some 50 nautical miles of Luzon's shore earlier this year. China rejects a 2016 ruling by the Permanent Court of Arbitration in The Hague that invalidated the country's claims over almost the entire South China Sea.


Japan and the Philippines signed a Reciprocal Access Agreement to facilitate joint exercises and disaster relief operations last July, and aside from holding bilateral drills the two countries have also taken part in multilateral exercises involving the United States and Australia, among others.

Around 119,000 people visited the World Exposition in Osaka on its opening day Sunday, the organizer said, with long lines forming in the rain at pavilions admitting only a limited number of guests without reservations.


The Japan Association for the 2025 World Exposition said that more than 140,000 people had made reservations to visit the site on Sunday, but over 20,000 appear to have changed their dates to avoid bad weather.


On Monday, the first weekday since the opening, people lined up in front of the east gate near Yumeshima Station, which is directly connected to the expo site, in a scene reminiscent of the previous day. Entry, however, was smoother than on Sunday.


Inside the venue, a demonstration flight of a pilot-only flying car was held, reaching a height of about 10 meters and flying for around seven minutes as the audience cheered. The event had to be canceled on Sunday due to bad weather.


Later Monday, access to the top of the Grand Ring -- a 2-kilometer-long structure recognized by Guinness World Records as the world's largest wooden building -- was restricted due to concerns about lightning near the venue.


Opening day was not without hiccups, as internet connection issues caused headaches for some participants. Chief Cabinet Secretary Yoshimasa Hayashi, the top government spokesman, told reporters, "We would like to increase visitor satisfaction through continuous improvements."


The expo will run through Oct. 13 on Yumeshima, an artificial island in Osaka Bay, with 158 countries and regions participating. Around 28.2 million visitors are expected, according to the operator.


The expo kicked off with a bang on Sunday, but soaring hotel prices and a shortage of rooms near the venue are casting a shadow over hopes of attracting more visitors and fueling concerns about the impact of overtourism, locals said.


The new hotels that have opened recently are mostly high-end, catering to wealthy travelers. The surge in foreign visitors has tightened supply and demand, driving up accommodation prices.

Three people died in an ambulance helicopter accident while transporting a patient to hospital off the coast of Nagasaki Prefecture on Sunday, the Japan Coast Guard said. The helicopter is believed to have made an emergency landing at sea.


According to the JCG, the helicopter, which was carrying a female patient and five other people — her family member, a pilot, a mechanic, a doctor and a nurse — was reported to have gone missing off the east coast of Tsushima Island in the prefecture at around 2:50 p.m. A JCG patrol boat discovered the helicopter off the coast of Iki Island, also in the prefecture, just after 5 p.m. and took the six to hospital.


The patient, who was in her 80s, her family member, a man in his 60s, and the doctor, aged in his 30s, were confirmed dead at the hospital. The pilot and mechanic, both of whom are male in their 60s, and a nurse in her 20s are conscious.


According to the 7th Regional Coast Guard Headquarters, the helicopter was heading to a hospital in Fukuoka City after it departed Tsushima Airport on Tsushima Island.

China on Monday urged Japan not to disrupt peace and stability in the Taiwan Strait following revelations over the weekend that a Japan Maritime Self-Defense Force destroyer sailed through the area in February.


"We firmly oppose any country's act of provocation under the pretext of freedom of navigation that threatens China's sovereignty and security," Chinese Foreign Ministry spokesman Lin Jian told a press conference, demanding that Tokyo "act prudently on the Taiwan question."


In a challenge to China's military assertiveness in the area, the destroyer Akizuki navigated the waterway between China and Taiwan, a self-ruled island claimed by Beijing, after taking part in a joint drill on Feb. 5 with U.S., Australian and Philippine vessels in the South China Sea, a Japanese government source said.


The vessel's passage through the strait came after MSDF destroyer Sazanami sailed in the narrow sea channel along with Australian and New Zealand vessels in September, the first known such navigation by a Japanese defense ship.

The United States deployed a reconnaissance aircraft while Japan and the Philippines sent navy ships in a joint patrol in the disputed South China Sea on Friday, two days after the allied forces condemned actions by Chinese coast guard vessels against Philippine patrol ships.


The U.S. Indo-Pacific Command said the joint patrol was conducted in the Philippines' exclusive economic zone by allies and partners to “uphold the right to freedom of navigation and overflight " and "other lawful uses of the sea and international airspace."


Those phrases are used by the U.S., Japan and the Philippines to oppose China’s increasingly aggressive actions in the disputed waters.


Two Philippine security officials said the patrol was staged about 40 nautical miles (74 kilometers) from Scarborough Shoal, a fishing area hotly disputed by Beijing and Manila off the northwestern Philippines. The two officials spoke on condition of anonymity because they didn't have authority to discuss such details publicly.


China claims the South China Sea virtually in its entirety and has guarded it assertively with its coast guard, navy and suspected militia fleets. They have confronted forces from rival claimant states including the Philippines, Vietnam, Malaysia and Brunei.


Indonesia also has had faceoffs with Chinese coast guard ships escorting fishermen in the gas-rich Natuna waters in the southern fringes of the South China Sea.


The joint naval patrol, the latest in recent months by the Philippines, the U.S. and their security partners, was delayed by several typhoons that battered the region and was not in reaction to a confrontation on Wednesday that involved Chinese and Philippine ships off Scarborough Shoal, the two Philippine officials said.


The Philippine coast guard said Chinese coast guard vessels, backed by navy ships, fired powerful water cannons and blocked and sideswiped a much smaller Philippine bureau of fisheries vessel escorted by coast guard ships off Scarborough Shoal.


The Philippine vessels were delivering fuel, food and other aid to Filipino fishermen in the shoal, which has been closely guarded by the Chinese coast guard since a tense 2012 territorial standoff with Philippine ships.


The Philippine Department of Foreign Affairs protested the Chinese actions.


The Chinese coast guard provided another account of the incident. It said the Philippine vessels encroached on China’s territory, prompting it to take action. It said, without offering proof, that a Philippine vessel maneuvered in a way that led to a collision.


The United States, Japan, the European Union and other Western allies expressed alarm over the hostilities, which have increased in frequency since last year.


Japan, which also has territorial conflicts with Beijing in the East China Sea, said the “use of water cannon and obstructive maneuvers undermine the safety of ship and crew.” It’s ambassador to Manila, Endo Kazuya, said “Japan upholds the rule of law and opposes any actions which increase tensions."


Japan is providing 1.6 billion yen ($10.6 million) in security assistance this year to provide the Philippine navy with coastal radars, inflatable boats and other defense equipment to strengthen surveillance of Philippine sea lanes, including in the South China Sea. Japan has also helped improve the Philippine air force’s aerial surveillance radar, the two countries said Thursday.


The U.S. has warned that it is obligated to defend the Philippines, a treaty ally, if Filipino forces come under attack in the South China Sea.


The U.S. defense commitment to the Philippines has received strong bipartisan support in Washington, which Philippine officials say they expect will continue under the incoming Trump administration.

A robot that has spent months inside the ruins of a nuclear reactor at the tsunami-hit Fukushima Daiichi plant delivered a tiny sample of melted nuclear fuel on Thursday, in what plant officials said was a step toward beginning the cleanup of hundreds of tons of melted fuel debris.


The sample, the size of a grain of rice, was placed into a secure container, marking the end of the mission, according to Tokyo Electric Power Company Holdings, which manages the plant. It is being transported to a glove box for size and weight measurements before being sent to outside laboratories for detailed analyses over the coming months.


Plant chief Akira Ono has said it will provide key data to plan a decommissioning strategy, develop necessary technology and robots and learn how the accident had developed.


The first sample alone is not enough and additional small-scale sampling missions will be necessary in order to obtain more data, TEPCO spokesperson Kenichi Takahara told reporters Thursday. “It may take time, but we will steadily tackle decommissioning,” Takahara said.


Despite multiple probes in the years since the 2011 disaster that wrecked the. plant and forced thousands of nearby residents to leave their homes, much about the site's highly radioactive interior remains a mystery.


The sample, the first to be retrieved from inside a reactor, was significantly less radioactive than expected. Officials had been concerned that it might be too radioactive to be safely tested even with heavy protective gear, and set an upper limit for removal out of the reactor. The sample came in well under the limit.


That's led some to question whether the robot extracted the nuclear fuel it was looking for from an area in which previous probes have detected much higher levels of radioactive contamination, but TEPCO officials insist they believe the sample is melted fuel.


The extendable robot, nicknamed Telesco, first began its mission August with a plan for a two-week round trip, after previous missions had been delayed since 2021. But progress was suspended twice due to mishaps — the first involving an assembly error that took nearly three weeks to fix, and the second a camera failure.


On Oct. 30, it clipped a sample weighting less than 3 grams (.01 ounces) from the surface of a mound of melted fuel debris sitting on the bottom of the primary containment vessel of the Unit 2 reactor, TEPCO said.


Three days later, the robot returned to an enclosed container, as workers in full hazmat gear slowly pulled it out.


On Thursday, the gravel, whose radioactivity earlier this week recorded far below the upper limit set for its environmental and health safety, was placed into a safe container for removal out of the compartment.


The sample return marks the first time the melted fuel is retrieved out of the containment vessel.


Fukushima Daiichi lost its key cooling systems during a 2011 earthquake and tsunami, causing meltdowns in its three reactors. An estimated 880 tons of fatally radioactive melted fuel remains in them.


The government and TEPCO have set a 30-to-40-year target to finish the cleanup by 2051, which experts say is overly optimistic and should be updated. Some say it would take for a century or longer.


Chief Cabinet Secretary Yoshimasa Hayashi said there have been some delays but “there will be no impact on the entire decommissioning process.”


No specific plans for the full removal of the fuel debris or its final disposal have been decided.

TOKYOSpecial permission to stay in Japan has been granted to 212 foreign minors and their family members who did not have residence status and could have been deported, the immigration agency said Friday.


The humanitarian measure at the justice minister's discretion was applied to minors under 18, born and attending school in Japan, and with parents without criminal histories. Calls have been rising for consideration for such foreign children, many of whom only speak Japanese.


The measure, which also extends to 183 of their family members, was described as a one-time provision by then-Justice Minister Ken Saito when announcing it in August 2023. However, the Immigration Services Agency has said it could make extraordinary recognitions in future cases.


As of June 10, when the revised Immigration Control and Refugee Recognition Act came into effect, there were 263 children who were without visas and facing the risk of being deported, the agency said.


The revised legislation allows individuals to apply for special permission when previously it was only possible once deportation proceedings began.


Of the children who did not receive special permission, 11 returned to their home countries of their own volition, while 40 were not granted it due to factors including their parents entering Japan illegally and not reaching school age, the agency said.


Among the 212 minors, 155 received student visas, 29 were granted designated activities visas, and 23 received long-term resident visas.


Amid wider issues over groups wishing to stay due to difficulties in their home countries, the agency also said it will tighten from October its review process on Myanmar nationals changing residence status from technical intern, which limits them to the same employer for three years, to designated activities, which has no such restriction.


Japan has been allowing the switch as an emergency measure after a military coup in Myanmar in 2021 but decided on the policy change following a recent surge in people terminating the training program midway through.


The agency said the number of technical intern visa holders from Myanmar disappearing from their workplaces rose to 1,765 in 2023, up roughly 1,100 from the previous year, with 1,739 of them later switching to designated activities visas.

The Japanese government is planning to trial an artificial intelligence system for spotting wild bears to better deal with an increasing number of attacks by the animals on humans, a government source said Monday.


Under the system, AI will use security camera footage to instantly detect bears and share the information with the relevant authorities. The pilot scheme is planned to begin by summer in Toyama Prefecture, central Japan.


If found to be effective, the AI system could be rolled out to prefectures where frequent bear sightings near residential areas have been reported, the source said.


The plan comes in response to the 198 bear attacks on humans across 19 prefectures in the previous fiscal year, which ended in March. The incidents resulted in 219 casualties including six deaths, record highs since fiscal 2006 when comparable data became available.


Scarce food sources for the bears due to poor crops are believed to be behind the increased instances of bears entering human spaces.


The government has stepped up efforts to address bear attacks under a policy compiled in February, and the swift detection of the animals when they show up in urban areas as well as speedy information-sharing among police, municipalities and local hunters have been seen as key.


The new system is expected to be helpful as it connects AI with governmental, municipal and private camera networks.


In the trial in Toyama Prefecture, the system is expected to use cameras installed for surveillance and disaster management by the central and prefectural government facilities, as well as those used by utility companies.


Cooperation from private entities would allow for wider coverage around urban areas, riversides and mountainous areas.


A separate experiment to monitor bear appearances is also planned for Iwate Prefecture in northeastern Japan. It will involve using automatic cameras that can detect animals' movements.

AICHI Police in Nishio, Aichi Prefecture, have arrested a 39-year-old man on suspicion of luring a 13-year-old junior high school girl whom he met on a social networking site to a lodging facility.


Police said the suspect is accused of abducting a minor with the intent to sexually molest her, local media reported.


According to the warrant, the man allegedly invited the girl to come and watch a movie with him at a lodging facility in Nagoya City’s Midori Ward.


The two were inside the room from around 9:50 a.m. to 12:25 p.m. on Sunday. The girl’s family filed a missing persons report, prompting police to launch an investigation into her whereabouts. Police located her at the lodging facility, and detained the suspect at the scene.


Police said the man has admitted to the allegation and are investigating whether he has committed similar offenses against minors in the past.

Residents in the western Japan city of Kobe and its vicinity showed solidarity with those affected by the earthquake that hit central Japan earlier this month, as they commemorated on Wednesday the 29th anniversary of the magnitude-7.3 Great Hanshin Earthquake that killed 6,434 people in their region.


Ceremonies were held across Hyogo Prefecture, with residents and victims' families observing a moment of silence at 5:46 a.m., the time on Jan 17, 1995, when Kobe and surrounding areas were struck by the destructive temblor.


Locals said their thoughts were with the people affected by the magnitude-7.6 quake that hit the Noto Peninsula in Ishikawa Prefecture on New Year's Day.


Kobe Mayor Kizo Hisamoto pledged his city's full support to areas devastated by the central Japan quake, saying it will tap into lessons learned in 1995.


In one commemorative event on Tuesday, volunteers gathered in a local park in Kobe, with paper and bamboo lanterns arranged to form the word "tomoni" (together) to demonstrate their support and understanding for central Japan.


"I want people from my generation and those after to view the lessons from the Hanshin earthquake as something that can happen to them," said university student Ao Ishizuka, who helped out at the event.
