22-YEAR-OLD WOMAN ARRESTED FOR LEAVING NEWBORN BABY GIRL TO DIE IN CAR - GIFU PREFECTURE TOKYO JAPAN
GIFU
Police in Seki, Gifu Prefecture, have arrested a 22-year-old woman on suspicion of abandoning the corpse of her newborn daughter in a car where she died in February.
According to police, Momoka Yamaguchi, a company employee, gave birth to a baby girl in the bathroom of a relative's house between 9 p.m. and 10 p.m. on Feb 16, NHK reported. She left the infant in her car where she died at around 3 a.m. the next day. Yamaguchi’s mother called police after her daughter told her about the baby.
Police said an autopsy showed the cause of death to be respiratory failure.
Police said Yamaguchi, who was arrested on Friday, told them the child’s father was a man she had previously been in a relationship with, and she found out she was pregnant after they broke up.
Yamaguchi's mother was quoted by NHK as saying that none of the family knew she was pregnant. Yamaguchi lived with her parents and five siblings, and had not complained of any changes in her health such as morning sickness. She continued to work as usual.
Police said Yamaguchi told them that after giving birth, she put the baby in her car and wanted to take him to a hospital, but didn't know where to go.

200 MIL TONS OF RARE METAL ROCKS FOUND IN SEABED OFF JAPAN ISLAND - TOKYO JAPAN
200 MIL TONS OF RARE METAL ROCKS FOUND IN SEABED OFF JAPAN ISLAND - TOKYO JAPAN
TOKYOOver 200 million tons of manganese nodules, seabed mineral concretions rich in rare metals, have been found densely packed in the deep sea off the coast of Japan's easternmost island within its exclusive economic zone, a Japanese survey team said.
The team involving the Nippon Foundation and the University of Tokyo plans to begin trial mining of the nodules found off Minamitori Island, which also contain significant quantities of cobalt and nickel, from 2025 with the aim of commercialization.
"These resources are crucial for economic security. We aim to lift 3 million tons annually, proceeding with development while minimizing the impact on the marine environment," Yasuhiro Kato, a professor specializing in resource geology at the university, said at a press conference.
A survey of over 100 seabed sites by the team conducted between April and June this year, using a remotely operated vehicle at a depth of 5,200 to 5,700 meters, confirmed the highly dense field of around 230 million tons of manganese nodules over an area of approximately 10,000 square kilometers.
Manganese nodules, which contain rare metals such as cobalt and nickel, typically range from 5 to several tens of centimeters in diameter and are believed to have formed over millions of years as metals transported in the ocean attach themselves to nuclei such as fish bones on the seabed.
Based on an analysis of samples collected, the team estimates the deposit contains around 610,000 tons of cobalt, enough to support Japan's consumption for approximately 75 years, and around 740,000 tons of nickel, equivalent to around 11 years of domestic consumption.
The team plans to trial using overseas mining vessels to lift several thousand tons of nodules daily from 2025 and to establish a framework for commercialization in collaboration with the private sector.
The manganese nodule concentrations were first discovered during a 2016 survey of the same area conducted by a team that included members from the university and the Japan Agency for Marine-Earth Science and Technology.
The latest survey also found multiple manganese nodules formed around teeth belonging to the megalodon, a prehistoric shark that was the largest to have ever lived.
Minamitori Island, located around 1,800 km from Tokyo, has no civilian population, with its only inhabitants being Japanese Maritime Self-Defense Force members and government personnel.
There are high expectations that various valuable rare earth minerals, including those essential for high-tech products, can be found on the seabed within the 430,000-sq km exclusive economic zone surrounding the island.

OKINAWA MARKS 79TH ANNIVERSARY OF END OF WWII GROUND BATTLE - NAHA OKINAWA TOKYO JAPAN
OKINAWA MARKS 79TH ANNIVERSARY OF END OF WWII GROUND BATTLE - NAHA OKINAWA TOKYO JAPAN
NAHA
Okinawa on Sunday marked the 79th anniversary of the end of a fierce World War II ground battle between Japanese and U.S. troops that claimed over 200,000 lives.
A memorial service, attended by Prime Minister Fumio Kishida, was held at the Peace Memorial Park in Itoman, the site of the final stage of the battle, where the names of 181 people were added to the list of the war dead inscribed on monuments, bringing the total to 242,225.
The fighting from March through June 1945 took a heavy toll on the local civilian population, with one in four of the Japanese southern island prefecture's residents killed.
Okinawa remained under U.S. administration until 1972 and has continued to host the bulk of U.S. forces in Japan.
In his address at the ceremony, Kishida acknowledged that Okinawa's residents "bear the heavy burden of having a concentration of U.S. bases" in their prefecture, pledging to do his best "to ease that burden."
But Kishida's remarks come as the central government pushes ahead with its plan to move U.S. Marine Corps Air Station Futenma from a densely populated area in Ginowan to the coastal area of Henoko in Nago, both on Okinawa's main island.
In January, the state began construction work on a part of the relocation site despite strong local opposition. Anti-base sentiment runs deep due to noise, pollution, and a number of high-profile crimes committed by American service members.
Japan has also been strengthening its defense capabilities in the prefecture as tensions grow with China over Taiwan and the nearby Senkaku Islands, a group of uninhabited islets controlled by Tokyo and claimed by Beijing, raising concern among Okinawans that their region could again become the front line in a conflict.
In March, Japan deployed its first surface-to-ship missile unit on Okinawa's main island amid China's increasing maritime assertiveness.
"The rapidly expanding presence of (Japan's) Self-Defense Forces in the prefecture, along with the tragic memories of the Battle of Okinawa, have left residents extremely concerned," Okinawa Gov. Denny Tamaki said in his address at the ceremony, echoing remarks he made the previous year.

CAN WE USE OF HUMAN MILK BANKS GROWING IN JAPAN TO HELP PREMATURE BABIES ?
CAN WE USE OF HUMAN MILK BANKS GROWING IN JAPAN TO HELP PREMATURE BABIES?
TOKYOThe use of donor human milk banks is increasing in Japan to help prevent disease in premature babies with underdeveloped organs.
But those organizing the human milk banks are facing challenges in meeting the growing demand due to insufficient funding and staffing, while raising awareness is required to increase the number of donors, experts said.
"With (my baby) in a life-or-death situation, I wanted whatever could be done", said a 33-year-old woman, whose daughter was born four months premature in 2019 weighing 400 grams.
She was told by the hospital that her baby had "a 50 percent chance of survival" and as she was unable to provide breast milk she should consider donated milk, which would decrease the risk of death. The baby girl received donor milk for five days.
With her daughter, who will turn 5 years old this summer, now healthy and attending kindergarten, the woman said she is thankful to the donors.
"An acquaintance who also gave birth prematurely around the same time had no information about human milk banks and lost her child due to necrotizing enterocolitis," she said, referring to a disease that causes intestinal tissue to die.
"I hope for a society in which (human milk banks) are available at all hospitals," she added.
There are currently three banks in Tokyo and Aichi Prefecture, central Japan, that sterilize and freeze donor breast milk, and ship it to hospitals upon request.
The milk is prepared for babies with birth weights of less than 1,500 grams whose mothers are sick due to premature birth or unable to produce sufficient breast milk.
The number of recipients has increased since 2018, with 103 medical institutions in 40 of Japan's 47 prefectures having accessed the service.
In fiscal 2023 ended March, the donor breast milk was provided to 1,118 babies, up from 813 in the previous year, while an estimated 5,000 babies require it each year, according to the Nippon Foundation that operates two of the donor milk banks.
Katsumi Mizuno, professor of pediatrics at Showa University, who is promoting the bank project, says donated human milk is more effective in lowering the risk of necrotizing enterocolitis than infant formula.
Donor human milk can also reduce the risk of retinopathy of prematurity, when abnormal blood vessels grow in the retina, and chronic lung disease, according to Mizuno.
One of the donor human milk banks, set up at baby goods maker Pigeon Corp.'s office in Tokyo, relies on fees from hospitals and donations from businesses and individuals but is incurring losses, according to operator the Japan Human Milk Bank Association.
The association is also facing difficulty to increase the fees it charges due to hospitals' financial constraints.
The health ministry is considering expanding support for human milk banks, but the process could take time as whether to categorize donor breast milk as food or medicine has not been decided, experts said.
In May, the donor milk bank at Pigeon's office introduced a new sterilizer after raising 25 million yen ($159,000) through crowdfunding.
Although the milk bank is now able to respond to demand, there is only one full-time staff member due to limited funds, it said, expressing concern that the provision of donor milk could come to a halt.
Meanwhile, there is also a need to increase the number of donors, with 607 registered in fiscal 2023, the association said.
"We should create guidelines in the future to provide all infants with birth weights of less than 1,500 grams access to (donated milk). I want to make sure (those in need) across Japan feel safe using it," Mizuno said.

NEW CHINA RULES ALLOW DETENTION OF FOREIGNERS IN SOUTH CHINA SEA
NEW CHINA RULES ALLOW DETENTION OF FOREIGNERS IN SOUTH CHINA SEA
SHANGHAI (June 15, 2024): New Chinese coast guard rules took effect today, under which it can detain foreigners for trespassing in the disputed South China Sea, where neighbours and the G7 have accused Beijing of intimidation and coercion.
Beijing claims almost the entirety of the South China Sea, brushing aside competing claims from several Southeast Asian nations including the Philippines and an international ruling that its stance has no legal basis.
China deploys coast guard and other boats to patrol the waters and has turned several reefs into militarised artificial islands. Chinese and Philippine vessels have had a series of confrontations in disputed areas.
From today, China’s coast guard can detain foreigners “suspected of violating management of border entry and exit”, according to the new regulations published online.
Detention is allowed up to 60 days in “complicated cases”, they say.
“Foreign ships that have illegally entered China’s territorial waters and the adjacent waters may be detained.”
Manila has accused the Chinese coast guard of “barbaric and inhumane behaviour” against Philippine vessels, and President Ferdinand Marcos last month called the new rules a “very worrisome” escalation.
China Coast Guard vessels have used water cannon against Philippine boats multiple times in the contested waters.
There have also been collisions that injured Filipino troops.
Philippine military chief General Romeo Brawner told reporters on Friday that authorities in Manila were “discussing a number of steps to be undertaken in order for us to protect our fishermen”.
Philippine fishermen were told “not to be afraid, but just to go ahead with their normal activities to fish there in our Exclusive Economic Zone”, Brawner said.
The Group of Seven bloc on Friday criticised what it called “dangerous” incursions by China in the waterway.
“We oppose China’s militarisation, and coercive and intimidation activities in the South China Sea,” read a G7 statement at the end of a summit on Friday.
G7 CRITICISM
The South China Sea is a vital waterway, where Vietnam, Malaysia and Brunei also have overlapping claims in some parts.
Most recently, however, confrontations between China and the Philippines have raised fears of a wider conflict over the sea that could involve the United States and other allies.
Trillions of dollars in ship-borne trade passes through the South China Sea annually, and huge unexploited oil and gas deposits are believed to lie under its seabed, though estimates vary greatly.
The sea is also important as a source of fish for growing populations.
China has defended its new coast guard rules. A foreign ministry spokesman said last month that they were intended to “better uphold order at sea”.
And the Chinese defence minister warned this month that there were “limits” to Beijing’s restraint in the South China Sea.
China has also been angered in the past by US and other Western warships sailing through the South China Sea.
The US Navy and others undertake such voyages to assert the freedom of navigation in international waters, but Beijing considers them violations of its sovereignty.
Chinese and US forces have had a series of close encounters in the South China Sea.

JAPANESE CLIMBER DIES WHILE TRYING TO SCALE MOUNTAIN IN NORTHERN PAKISTAN; ANOTHER IS MISSING - PESHAWAR PAKISTAN
PESHAWAR, Pakistan
A Japanese climber has died while trying to scale one of the highest mountains in northern Pakistan and a search is still underway to find his missing colleague, officials said Saturday.
Karrar Haidri, who is the secretary of the Alpine Club of Pakistan, said that rescuers retrieved the body of one of the two missing Japanese climbers after a dayslong search operation on the Spantik Peak, which is also known as Golden Peak.
The climbers were scaling the mountain when they went missing on Wednesday.
The Golden Peak is renowned for its distinct golden hue at sunrise and sunset, making it a popular destination. In a statement, Haidri quoted a top administrator in the town of Shigar, Waliullah Falahi, as saying that the body of the Japanese climber had been moved to a safer location.
Haidri said Pakistani authorities were in contact with the Japanese Embassy in Islamabad to confirm the identity of the dead climber.
Pakistan’s Alpine Club days had earlier said that the two Japanese who went missing on Wednesday were trying to reach the summit of the 7,027-meter Spantik Peak. It had identified them as Ryuseki Hiraoka and Atsushi Taguchi.
Several climbers die in Pakistan every year while trying to reach the summit of some of the world's highest mountains, including K2, which is located in Pakistan’s north.

TOHOKU UNIVERSITY TO BECOME FIRST TO RECEIVE NEW JAPAN GOVERNMENT RESEARCH GRANTS - TOKYO JAPAN
TOHOKU UNIVERSITY TO BECOME FIRST TO RECEIVE NEW JAPAN GOVERNMENT RESEARCH GRANTS - TOKYO JAPAN
TOKYO
The government is set to provide substantial research grants to Tohoku University, the education ministry said Friday, in the first such move under a program aimed at elevating Japanese research institutes in the global rankings.
The university in the northeastern city of Sendai had been selected as the only candidate for receiving the grants, to be financed by profits generated from a 10 trillion yen fund for up to 25 years from fiscal 2024.
It has set targets and laid out strategies for achieving them, such as organizational reforms aimed at internationalization through significantly increasing the proportion of foreign students in its undergraduate departments.
"The plans are tangible and we have presented their road map," said Tohoku University President Teiji Tominaga at a press conference in Sendai. "We were selected for demonstrating a willingness to make changes," he said.
Regarding strategies for increasing revenue, Tominaga said that the university expects significant corporate investment "through establishment of on-campus facilities that foster collaboration with private firms."
The university says it is working together with the Sendai municipal government as well as the government of Miyagi Prefecture to create workspaces for university startups.
Japanese universities have fallen behind overseas institutions in recent years.
The University of Tokyo and Kyoto University ranked 29th and 55th in the Times Higher Education World University Rankings 2024. They were the only two Japanese institutions in the top 100.
The nation's top two universities, along with Tohoku University, were short-listed in June last year for the grants, but they were ultimately not selected as final candidates, with the ministry citing insufficient efforts made by them to reform their research organizations and management systems.
Tohoku University is expected to be formally designated as a recipient of the grants as early as this fall and receive over 10 billion yen for fiscal 2024, which will end in March next year.
The government plans to call on universities to apply to the program again within the fiscal year.

88 VIETNAMESE HIRED BY JAPAN CONFECTIONERY MAKER LEFT IDLE WITHOUT PAY - JAPAN
KOFU
More than 80 Vietnamese who signed contracts to work for Japanese confectionery maker Chateraise Co were left on standby without pay for about 2 1/2 months, the company said Saturday.
The company plans to offer compensation for loss of earnings from around early July to the 88 Vietnamese workers, many of whom hold a "Specified Skilled Worker" visa, a status of residence established in 2019 to attract more foreign workers to Japan amid an acute labor shortage.
According to the company based in Kofu, Yamanashi Prefecture, the Vietnamese were scheduled to work at a factory in the prefecture from late February. However, delays in the full operation of new factories in other locations have forced them to remain on standby.
The Vietnamese workers included those who had quit their previous jobs to work at the Chateraise factory, as the "Specified Skilled Worker" program allows job changes within the same field.
Some of them have already begun working, and all are expected to start working later this month.
The company acknowledged that it has caused inconvenience and concern to the foreign workers. It also promised to prevent similar incidents from occurring in the future.
Foreigners with specific job skills are eligible for the skilled worker visa, which grants them working rights in 12 occupational fields, including food manufacturing, construction, and nursing care. Approximately 200,000 foreigners are employed under this visa category.
