A surge in inbound tourism has boosted the number of vegetarians visiting Japan, but businesses in the country have not been able to fully meet demand by providing sufficient animal-free food options, a body that promotes vegetarianism said.

While Japanese food is often considered healthy, many dishes are made using "dashi" broth extracted from fish such as bonito, meaning vegetarians and vegans cannot eat them.

"I love tempura soba, but I haven't had a chance to eat it here," said Ruby Ramsden, a 25-year-old vegan studying at a graduate school of Waseda University in Tokyo. Vegans do not eat food derived from animals, including eggs and dairy products.

Hailing from Melbourne, Ramsden said there was a Japanese restaurant offering vegan tempura soba in the Australian city, but she has not encountered one in Japan so far.

"There is a Taiwanese restaurant offering vegan tempura soba near the university. It tastes like Chinese food, but I have no choice but to go eat there," she added.

The soba soup base, a signature dish of Japanese cuisine, is often made with bonito broth, but to be suitable for vegetarians and vegans, the soup stock must be made from plant-based ingredients such as dried kelp or shiitake mushrooms. Furthermore, vegans cannot eat eggs, which are typically used in tempura batter.

Among the top 20 countries and regions where visitors to Japan come from, India has the highest rate of vegetarians, accounting for 20.2 percent, followed by Taiwan at 12.3 percent and Canada at 11.8 percent, according to the Japan Tourism Agency.

While there are various reasons people forgo meat or animal produce such as their religion, health or animal welfare concerns, the number of vegetarians has been rising globally, reaching around 530 million as of 2023, the agency said.

The number of vegetarians who visited Japan in 2023 is estimated to be around 1.28 million, accounting for about 5 percent of the total foreign visitors, with the value of their consumption in Japan estimated at around 60.9 billion yen.

One way of meeting demand could be through the promotion of Buddhist vegetarian cuisine called shojin ryori, a traditional meal cooked without animal meat to avoid suffering.

Japanese restaurant Shinshu Soba Tateshinaan in Tokyo's Adachi Ward offers tempura soba for vegans called shojin soba. The restaurant has noticed a growing number of foreign vegan customers since the end of coronavirus pandemic restrictions.

"It takes time to make the soba because the broth recipe is different from usual, but we see some customers enjoy it," said Hayato Matsushita, an official of the company operating the restaurant.

"We hope restaurants across the country will do their best to provide vegan meals," said House of Representatives member Jin Matsubara, who serves as the secretary general of a nonpartisan association of lawmakers to promote services for vegetarians and vegans in Japan.

Nine people were injured during a music event in Moka, Tochigi Prefecture on Sunday, with some taken to hospital, following a lightning strike, police said.

The nine, who were cleaning staff at the open air concert and aged from their teens to their 20s, complained of numbness in their legs, but their conditions were not life-threatening, the police said.

The incident at the Berry Ten Live occurred around 4:20 p.m. at an athletic ground in a park amid heavy rain. Performances, which began at 10 a.m., were halted around 4:30 p.m. due to the bad weather.

Earlier in the day, the Japan Meteorological Agency warned residents in Tochigi to take caution against lightning and wind gusts.

Organizers estimated the number of visitors at around 12,000.

Japan is considering introducing a system to conduct immigration screening before flight departures for visitors from South Korea, sources familiar with the bilateral ties said Tuesday.

The "preclearance" system is aimed at boosting exchanges of businesspeople and tourists by reducing waiting time and easing congestion at airport immigration lines, as Japan has seen a surge in inbound tourism amid a weaker yen.

The measure designed to mark the 60th anniversary of the normalization of bilateral diplomatic ties next year may be discussed by Japanese Prime Minister Fumio Kishida and South Korean President Yoon Suk Yeol at their meeting later this week in South Korea, the sources said.

Japanese immigration officers would be dispatched to South Korean airports to allow visitors to complete most immigration procedures before departure, reducing entry processing time upon arrival, the sources said.

Seoul will also consider introducing the preclearance measure for visitors from Japan in the near future, with Tokyo eyeing accepting immigration officers from South Korea.

Setting up airport immigration lanes exclusive for visitors from South Korea is also being considered, the sources added.

The Japanese government is planning to introduce a preclearance system starting in January next year. It conducted a trial run with Taiwan in February.

Japan and South Korea temporarily adopted the preclearance system, sending immigration officers to each other's countries when they cohosted the 2002 World Cup football finals.

The estimated number of foreign visitors to Japan totaled 3.29 million in July, a monthly record high, including 757,700 from South Korea, the second biggest number by country after China, according to Japanese government data.

An iconic 3,000-year-old cedar on Yakushima Island in southwestern Japan has been toppled, likely due to strong winds brought by Typhoon Shanshan, local tour guides said Tuesday.

The 26-meter-high cedar, named "Yayoisugi," with a trunk circumference of about 8 meters, was a key feature of the tourist site Shiratani Unsuikyo Ravine. The guides found it collapsed on Saturday.

Typhoon Shanshan neared the island between on Aug 27 and 29 with wind speeds of up to 168.48 kilometers per hour at around 8 p.m. last Wednesday, according to the local weather observatory.

The island, known for its more than 1,000-years-old "Yakusugi" cedars, was designated as a World Natural Heritage site in 1993 by the U.N. Educational, Scientific and Cultural Organization.

The Japanese city that hosts Himeji Castle is considering doubling or tripling admission fees for visitors who do not live in the local area, officials said Wednesday, with the city backing down from a plan to only impose higher ticket prices on foreign tourists.

The local government of Himeji, Hyogo Prefecture, is also considering a premium ticket plan targeting foreign tourists that would include a luggage storage service and discounts at restaurants in addition to admission to the UNESCO World Heritage site.

In June, Himeji Mayor Hideyasu Kiyomoto made headlines when he told an international symposium he is contemplating quadrupling entry fees for foreigners, increasing an adult ticket from the current 1,000 yen, to help pay for maintenance costs.

Kiyomoto told reporters at the time that he wants to avoid raising the admission fee for Himeji locals, preserving the site as "a place of rest" for them.

The remarks drew backlash from municipal assembly members, who argued that targeting foreigners with higher prices could hurt the image of the castle, the officials said.

Himeji will introduce the new admission fee system as early as the spring of 2026 after discussing it with the municipal assembly and the Agency for Cultural Affairs. It plans to keep the entry fees the same for Himeji residents, the officials said.

"Himeji Castle has more buildings designated as national treasures or important cultural properties than any other castle in Japan, and admission fees are an important source of funding to preserve and pass the castle on," one of the officials said.

Around 1.48 million people visited the castle in fiscal 2023, and 452,300 were foreigners, topping 400,000 for the first time since data became available in fiscal 1992, according to the city government.

One feared consequence of Japan's lowering of the age of adulthood to 18 in 2022 appears to have come true -- a rise in young people getting into difficulties with debt.

With personal bankruptcy occurring as early as 19, government agencies are doubling efforts to raise public awareness about the issue. Consumer affairs experts, meanwhile, warn that cases thus far are likely to be only the tip of the iceberg.

The lowering of the age of adulthood from 20 allowed 18- and 19-year-olds to sign consumer loan contracts and apply for credit cards without parental consent.

According to the National Consumer Affairs Center of Japan, the number of consultations about multiple debts was the highest in the past 10 years in fiscal 2023 for both teens and those in their 20s.

The rise among teens was particularly striking, nearly doubling to 175 cases through March this year from 90 cases in fiscal 2021 before the change in the definition of an adult.

When a 20-year-old man living in a support facility in the Chugoku-Shikoku region for youth unable to live at home was asked why he had obtained a credit card, he told a facility staff member that he had simply wondered whether he could do so and was issued one over the internet.

He got the card in the spring of 2022, right after turning 18. Despite not holding down a steady job, he went out socializing more often and also signed up for seven new smartphones that he intended to resell.

After racking up debts of about 1.5 million yen, he sought help from the Tokyo-based Japan Legal Support Center and completed bankruptcy proceedings at the age of 19.

"We will no doubt witness more instances of the personal bankruptcies of our residents," an official of the housing facility said.

The official said the majority of residents at the facility have not developed good spending habits or attitudes to financial planning due to troubled family circumstances such as abuse and poverty as well as developmental issues.

The man who filed for bankruptcy was diagnosed with attention deficit hyperactivity disorder as a child and abused by his mother, the official said.

Knowledge is crucial to circumnavigate consumer trouble, experts stress.

To coincide with the lowering of the age of adulthood, juvenile reformatories across the country have introduced programs designed to help residents 18 and older to become financially independent. Legal education on contracts and the problems that might occur because of them are provided.

Kunitaka Matsumoto, a JSLC lawyer in Kagawa Prefecture in western Japan, said, "We are considering legal consultations and lectures specifically for the younger generation" about signing contracts on their own.

Consumer affairs lawyers note that debt problems can be resolved if people seek advice as early as possible.

Takashi Kobayashi, vice chair of the consumer affairs committee at the Japan Federation of Bar Associations, said that the number of young people declaring bankruptcies will only rise further.

In the worst-case scenario, some young people may try to take their own lives, he said, urging them to "rely on public organizations such as bar associations, the JSLC and consumer affairs centers before debts become too large."
