The Japanese government will cease subsidizing medical expenses for people infected with COVID-19, including no longer fixing the cost of medicines, at the end of March due to a fall in the number of cases.

With Japan's health care arrangements returning to pre-pandemic status from April, patients will have to pay 10 to 30 percent of the cost of coronavirus treatment drugs. Income levels and age determine how much each person pays.

Government subsidies for hospitalizations and for medical institutions to reserve beds for coronavirus inpatients will also end.

"Hospitals are making preparations to admit coronavirus sufferers to general wards and we think that is no problem," Health, Labor and Welfare Minister Keizo Takemi said.

Takemi also said the ministry on Tuesday granted formal approval for Shionogi & Co to manufacture and sell oral coronavirus drug Xocova after the pharmaceutical firm earned emergency approval in November as the first domestically-produced oral treatment for the coronavirus.

At present, coronavirus sufferers of income levels that would see them pay the maximum 30 percent of medical expenses under the country's health care system are charged up to a fixed amount of 9,000 yen for antivirals.

When paying 30 percent of expenses from April onwards, a person would have to pay more than 15,000 yen for a five-day course of Xocova tablets, which cost around 52,000 yen without subsidies.

The Japanese Association for Infectious Diseases and the Japanese Society of Chemotherapy had previously requested the health ministry continue government subsidies fearing that a rise in costs could discourage those who become infected from purchasing the drugs.

The Japanese government initially covered all coronavirus-related medical expenses. It has gradually been reducing its support since May last year when the legal status of the virus was downgraded to the same category as seasonal influenza.

According to the ministry, the average number of coronavirus sufferers treated at around 5,000 designated medical institutions stood at 7.92 per institution in the week through Feb 25, falling for the third consecutive week.

With the number down in all of Japan's 47 prefectures in the reporting week as compared to a week earlier, experts have suggested the country's 10th COVID-19 wave has passed its peak.

OSAKA PREFECTURE EYES COLLECTING FIXED FEE FOR INBOUND TOURISTS FROM YEAR 2025

OSAKA

Osaka Prefecture is considering collecting a fixed fee from foreign visitors, possibly timing it around the start of the World Exposition in western Japan in April 2025, its governor said Wednesday.

The fee would be used to fund "overtourism" countermeasures. Currently, there is no taxation scheme introduced by local governments in Japan specifically targeting foreigners, according to the Ministry of Internal Affairs and Communication.

The ministry said it needs to gain the consent of the internal affairs minister to establish such a system, the details for which have yet to be worked out.

The prefectural government also needs to clear some hurdles to introduce the scheme, such as making sure the levy system is consistent with the country's tax conventions.

"We want foreign visitors to enjoy Osaka and try to realize a coexistence with local residents through the beautification of towns," Osaka Gov. Hirofumi Yoshimura told reporters.

The prefectural government plans to launch a panel to discuss the matter in April.

The prefecture currently levies an accommodation tax of 100 to 300 yen on room fees of 7,000 yen or more per night, whether the guests are Japanese or foreign nationals. Yoshimura suggested the proposed amount of the fixed fee around the same.

Since the Osaka prefectural and city governments plan to open a so-called integrated resort featuring casinos in 2030 on Yumeshima, an artificial island in the Osaka Bay and the venue for the 2025 Expo, the prefecture needs measures to mitigate the impact of "overtourism," according to Yoshimura.

Visitors will be banned from entering private alleys in Kyoto's famous geisha district, a local representative said on Thursday, as the ancient city tackles overtourism after the pandemic.

Kyoto residents have long expressed frustration with tourists behaving badly, especially in the city's Gion district, home to teahouses where geiko -- as geisha are locally known -- and their young maiko apprentices, perform.

In December, a Gion district council comprised of residents urged Kyoto City to tackle the issue, saying their neighborhood "is not a theme park".

One member previously told Japanese media about an instance of a maiko's kimono being torn and another who had a cigarette butt put in her collar.

With the problem ongoing, the council decided to step up its response.

"We will ask tourists to refrain from entering narrow private streets in or after April," Isokazu Ota, an executive member of the council, told AFP. "We don't want to do this, but we're desperate," he said, adding that they will put up signs.

Gion's main Hanamikoji Street, which is public, will remain open to tourists.

Ota said groups of tourists sometimes "act like paparazzi" when geisha emerge from narrow streets, which are just one or two meters wide.

In 2019, the Gion district council put up signs saying "no photography on private roads" warning of fines of up to 10,000 yen.

Despite common misconceptions, geishas are not prostitutes, but rather entertainers and raconteurs highly skilled in traditional Japanese dance, musical instruments and games.

Tourism to Japan has been booming since pandemic-era border restrictions were lifted, and other major attractions are also taking steps against overtourism.

This summer, hikers using the most popular route to climb Mount Fuji will be charged 2,000 yen each, with numbers capped to ease congestion and improve safety.

Tokyo Governor Yuriko Koike knows how important networking and mentorship are to building a career, so she's making sure her administration offers women these opportunities.

Koike is one of the very few women who hold senior government posts in Japan, where society remains male dominated and many retain the view that a women's place is in the home.

She has introduced a suite of schemes in recent years aimed at empowering other women in the workplace by providing the space to network and develop management know-how that in the past was often only available to men.

"There's no other country in the world where women's power is so underutilised," Koike told Reuters in an interview ahead of International Women's Day, which is celebrated on March 8. "How to make use of women's untapped energy is important for Japan and for Tokyo."

Over the past decade, under pressure from the Japanese government and Tokyo Stock Exchange, many Japanese companies have succeeded in boosting the number of female executives.

But despite this progress, Japanese women with management responsibilities are severely under-represented at the vast majority of firms, female leaders say.

In a bid to increase the number of women managers, the Tokyo Metropolitan Government has held "career up support" seminars for women since 2018, with the number of participants jumping more than fourfold to nearly 1,400 in the four years to 2022.

"Unfortunately, there are not many role models in Japan for women in management positions or as CEOs making decisions," Koike said.

"As is the case with men, having a good mentor is very effective. And having a network of contacts in different industries is often helpful for all parties," she added.

Koike is not alone. Etsuko Tsugihara, chair of the diversity, equality and inclusion committee at Japan's largest business lobby, Keidanren, is also trying to showcase a different face of corporate Japan, in a bid to provide better role models for women.

Last month, Tsugihara, who is also CEO of public relations firm Sunny Side Up Group, led a cohort of female executives of Keidanren companies on a study mission to the United States, meeting with government agencies, U.N. bodies, companies and investors.

Participants included executives from Toyota, Sumitomo Mitsui Banking Corporation, Mitsui & Co and ANA.

"Keidanren gatherings have really gone from dark suits and gray suits to become colorful," she said, recalling that only a few years ago any business gathering in Japan was almost entirely made up of men in business suits.

As much as she wants her success to encourage other women, Tsugihara said women should not follow her example, and that of many others, and push themselves too hard at work.

Tsugihara recalls working until the day she gave birth, and then having a work meeting at the hospital two days later.

"Far from admiring my efforts, other women told me they didn't want to be like me," she said. "My generation has to be happy, we have to enjoy our work, otherwise other women won't follow."

KUCHING, SARAWAK (March 01, 2024): National diver Datuk Pandelela Rinong Pamg can still compete in other championships, despite her and fellow athlete Nur Dhabitah Sabri being dropped from the Road To Gold programme (RTG).

In stating this, Minister of Youth, Sports and Entrepreneur Development Sarawak Dato Sri Abdul Karim Rahman Hamzah says the Sarawakian diver is still under the nation’s Podium Programme.

“Being dropped from RTG does not mean that she (Pandelela) cannot represent the country. Under the Podium Programme, she can still represent Malaysia.

“She can still compete in regional competitions such as the SEA Games and she can still win.

“We have many backup athletes, but who can beat her now. This is where I feel that the association concerned needs to play its role in grooming more divers to replace Pandelela when she retires,” he told a press conference at his office in Bangunan Baitul Makmur II here today.

However, Abdul Karim said he acknowledged and respected the decision by the RTG committee to drop Pandelela and Nur Dhabitah from the programme.

“The RTG was set up by the Ministry of Youth and Sports for Malaysians to achieve gold medals at the Olympics.

“When athletes fail to qualify for the Olympics, it is up to the committee to decide whether they should still be part of the programme,” he said.

On Thursday, RTG coordinator Datuk Stuart Ramalingam announced that the two divers had been dropped from the programme due to the failure to qualify for the Paris Olympics, at the recent World Aquatic Championship in Doha, Qatar.

However, he said both Pandelela and Nur Dhabitah would continue to be part of the Podium Programme.

“The committee will continue to monitor their progress and work closely with the divers and associations to ensure that the two will receive all the support they need in finding their rhythm again,” Stuart had told reporters.
