CYCLONE - BATTERED NEW ZEALAND DECLARES NATIONAL EMERGENCY

AUCKLAND, NEW ZEALAND (FEBRUARY 14, 2023): New Zealand declared a national state of emergency Tuesday as Cyclone Gabrielle swept away roads, inundated homes and left more than 100,000 people without power.

High winds and heavy rain lashed the country's populous North Island, in what officials called an "UNPRECEDENTED WEATHER EVENT".

" It's been a big night for New Zealanders. A lot of families are displaced, a lot of homes are without power," Prime Minister Chris Hipkins told reporters in Auckland.

" There has been extensive damage across the country."

This is only the third time New Zealand has declared a state of emergency - following the 2019 Christchurch attacks and the COVID-19 pandemic.

Daylight revealed the severity of the disaster: roads eaten away by landslips and collapsed homes buried in mud, silt and a slew of storm detritus.

Falling trees smashed power lines and flood waters blocked several roads, leaving communities across the country's north stranded.

Local media reported some were forced to swim from their homes to safety.

Others waded through stormwaters on foot.

" At about midnight we got the emergency text saying "EVACUATE", recalled Jane Scott, a resident of coastal community Muriwai, who gathered a torch and a few essentials before seeking refugee in a local community centre.

" It was pitch black and pouring with rain," she told local channel TVNZ. " IT WAS VERY SCARY."

- " TOO EARLY TO SAY " -

Cyclone Gabrielle formed off the northeastern coast of Australia in the Coral Sea on February 08, 2023, before barrelling across the South Pacific.

It bore down on New Zealand's northern coast on Sunday, bringing gusts of 140km an hour, spraying coastal communities with 20cm of rain in 24 hours and 11-metre high waves.

More than three-quarters of New Zealand's five million residents live on the North Island, where the brunt of the storm is being felt.

Hipkins said it " WAS TOO EARLY TO SAY " how many people had been evacuated from their homes and were without power or cellphone coverage.

Electricity providers estimated that more than 100,000 people are without power.

International and domestic flights have been grounded, with Air New Zealand alone reporting 592 flights cancelled and 35,000 customers affected.

- " CASCADING ' CRISES -

Many parts of northern New Zealand were already waterlogged when Cyclone Gabrielle hit, having been drenched by record rainfall two weeks ago.

Massey University Professor Christine Kenney warned that New Zealand is living in the age of " CASCADING " natural disasters - where the impacts of repeated severe weather events build up over time.

" Cascading natural hazard events fuelled by climate change are the new norm for Auckland," she said ahead of Tuesday's emergency.

Climate scientist Daithi Stone said Cyclone Gabrielle had been feeding off unusually warm seas, driven by a combination of climate change and La Nina weather patterns.

" Gabrielle is very much part of the story this summer of a warm nearby ocean using a warm atmosphere to pump rain onto Aotearoa," he said Tuesday, using the Maori-language name for New Zealand.

" It is also part of the global story of tropical cyclones becoming more intense under human - induced climate change."

More rain and high winds were expected Tuesday, further hampering rescue efforts.

" The emergency services are working night and day, but the unstable ground, flood waters and closed roads are making things hard," said Minister for Emergency Management Kieran McAnulty.

The New Zealand Fire and Emergency services said a firefighter is missing and another is in critical condition after a house collapsed in West Auckland.

" It's been a tough night for the North Island as a whole, but it's been especially tough for fire and emergency," said Kerry Gregory, chief executive of the fire service.

Hipkins said his thoughts are with the two firefighters involved and urged New Zealand's to put " SAFETY FIRST ".

Hipkins has promised an aid package of 11.5 million New Zealand dollars to help recovery efforts, but McAnulty admitted the coast of the clean-up was set to spiral.

" The honest answer is that it's not going to be cheap, but that isn't what we are worried about right now, " he said.

CONDEMNS CHINA'S 'AGGRESSIVE' LASER USE AGAINST SHIP - PHILIPPINES

MANILA, PHILIPPINES (FEBRUARY 14, 2023) :The Philippines condemned the "AGGRESSIVE" actions of a Chinese security vessel, which is accused of using a military-grade laser light against a Philippine patrol boat in the disputed South China Sea, leaving crew members temporarily blinded.

The incident happened on February 06, 2023 nearly 20 kilometres (12 miles) from Second Thomas Shoal in the Spratly Islands, where Philippine marines are stationed in a derelict navy ship grounded to assert Manila's territorial claim in the waters.

The Department of Foreign Affairs said it had filed a diplomatic protest to the Chinese embassy in Manila over the "latest aggressive activities of the Chinese Coast Guard against Pilippine official vessels" near the shoal.

There have been a series of maritime incidents between the Philippines and China, which claims sovereignty over almost the entire South China Sea and has ignored an international court ruling that its claims have no legal basis.

Chinese foreign ministry spokesman Wang Wenbin insisted that the Chinese Coast Guard personnel had "OPERATED WITH PROFESSIONALISM AND RESTRAINT".

Wang said the countries had been in contact via a hotline set between their respective foreign ministries to discuss maritime issues.

Days before the latest incident, the United States and the Philippines agreed to resume joint patrols in the sea, and struck a deal to give United States troops access to another four military bases in the Southeast Asian country.

United States State Department spokesman Ned Price on Monday criticised the Chinese Coast Guard's actions as "PROVOCATIVE AND UNSAFE".

" The United States stands with our Philippine allies in the face of the People's Republic of China Coast Guard's reported use of laser devices against the crew of a Philippine Coast Guard ship," Price said.

The Philippine patrol boat was supporting a "rotation and resupply mission" for the marines in Second Thomas Shoal when the Chinese vessel pointed the laser light at them twice, the Philippine Coast Guard said Monday.

The Chinese boat also issued illegal radio challenges and undertook dangerous manoeuvres, which "CONSTITUTED A THREAT TO PHILIPPINE SOVEREIGNTY AND SECURITY AS A STATE," the foreign ministry said.

" These acts of aggression by China are disturbing and disappointing as it closely follows the state visit to China of President Ferdinand R. Marcos Jr.," Foreign ministry spokeswoman Teresita Daza said.

Marcos and his Chinese counterpart Xi Jinping agreed last month to "MANAGE MARITIME DIFFERENCES THROUGH DIPLOMACY AND DIALOGUE, WITHOUT RESORTING TO FORCE AND INTIMIDATION," Daza said.

Price said that China's "dangerous operational behaviour directly threatens regional peace and stability, infringes upon freedom of navigation in the South China Sea...and undermines the rules-based international order".

PREVIOUS LASER INCIDENT

It was not the first time that a Chinese coastguard boat had pointed a laser light at a Philippine vessel, said Commodore Jay Tarriela, a maritime security adviser in the Philippine Coast Guard.

Last June, a Philippine coastguard boat was exposed to a blue light for almost 20 minutes, causing "TEMPORARY BLINDNESS AND SKIN ITCHINESS" among crew members, Tarriela told reporters.

The United States-Philippine deal earlier this month brings to nine the total number of Philippine bases accessible to United States forces.

It comes as the long-time allies seek to counter China's military activity in the region.

Vietnam, Malaysia and Brunei also have overlapping claims to parts of the South China Sea.

KUALA LUMPUR, MALAYSIA (FEBRUARY 26, 2023): Human rights group Lawyers for Liberty (LFL) today slammed the arrest of two schoolboys for "RIDICULING THE SPM HISTORY PAPER".

Director Zaid Malek critised the continued existence of Section 233(1) (a) of the Communications and Multimedia Act (CMA) to restrict free speech in a statement this morning.

" Even if there were unsavoury comments that were uttered, it does not warrant intervention of the police force," he said, adding that the teenagers had already apologised for the video.

He criticised Pakatan Harapan (PH) - which is part of the coalition government - for allowing CMA to continue to exist after its calls for reform, especially since the Act had been used against its own members.

" The fact that PH now indisciminately wields the weapon that they once opposed vehemently, smacks of George Orwell's Animal Farm," he said, referring to the political satire.

He also called on Home Minister Datuk Seri Saifuddin Nasution Ismail and Communications and Digital Minister Fahmi Fadzil to explain the "UNPRECEDENTED" use of S233 of CMA against the students.

Besides that, Zaid condemned the police for being overzealous in arresting the students, urging for police action to be ceased and for the matter to be handed over to the school authorities instead.

" Criticisms on the governments should not be criminalised, and childish vents by teenagers even less so. Are we to subject every teenager to arrest and prosecution for simply ranting online ? Is this what we have come to?" he asked.

He pointed to Article 10(1)(a) of the Federal Constitution, which states that every citizen has the right to freedom of speech and expression, saying that people should feel protected from unwarranted and disproportionate criminal action when it comes to them exercising their right to free speech.

Yesterday, two 18-year-olds were reported arrested for a video they had mad which went viral in which they reportedly expressed their dissatisfaction with the history paper in the SPM 2023 examination and insulted Singapore.

Hulu Selangor district police chief Suffian Abdullah said in a statement that a 53-year-old teacher had lodged a police report on Friday at 10.53am. Following that, Hulu Selangor's Criminal Investigation Department raided a house in Batang Kali and arrested the two boys.

The case is being investigated under Section 14 of the Minor Offences Act 1995 and Section 233 of the CMA.

Section 14 of the Minor Offences Act 1995 says that any insulting behaviour, which includes the use of insulting words, intended or likely to breach the peace is liable to a fine of not more than RM 100.

S233 of the CMA criminalises the use of network facilities or network services by a person to transmit communication deemed offensive.

Those found guilty of this offence can be punished with a maximum fine of RM50,000, or jail term of p to one year, or both.

BANGKOK, THAILAND FRIDAY(FEBRUARY 10, 2023):Prime Minister Datuk Seri Anwar Ibrahim said the government was considering tightening laws to protect Malaysians from being conned by syndicates offering fake job offers abroad.

He said there were many who became scam victims as the syndicates were hiding abroad, including in Myanmar Country.

" We have taken a rather tough stand. We also urge Malaysians to be more vigilant and not easily deceived.

" The Communications and Digital Ministry and the Royal Malaysian Police (PDRM) are taking necessary measures, including tightening laws," he told Malaysian reporters after ending his two-day work visit here.

Media outlets recently reported that five (5) Malaysian jobseekers, claiming to have been deceived into entering Myanmar Country and then forced to work for a cyber scam syndicate, were rescued and were currently in Bangkok, Thailand to be brought home.

The police have received 262 police reports about 336 Malaysians who have been tricked by work scams and are currently being held in Cambodia, Laos and Myanmar as of January 27.

Most of these syndicates would trick their victims using job ads on social media, including Facebook, offering positions as customer service officers abroad with lucrative salaries.

Those tricked by the offers would contact agents through WeChat, WhatsApp and Facebook Messenger.

After securing the victim's consent, the agent would inform them that they would handle the expenses of travelling to the work destination and upon arrival, all the victim's travel documents and phones would be seized and destroyed.

Victims would then be detained and controlled strictly and forced to work either as a scammer, or in online gambling operations.

KOTA KINABALU, SABAH (FEBRUARY 06, 2023) :Sepanggar Member of Parliament Mustapha Sakmud urged his constituents to be patient as he tries to resolve the long-standing water shortage problem in the area.

Commenting on the peaceful demonstration staged by residents of Bukit Setia because of the water supply problem, Mustapha said he had discussed the matter with state Works Minister Datuk Shahelmey Yahya.

" I have discussed with Shahelmey about the issue and the need to have short-term as well as long-term solutions to the problem. I proposed that a coordination meeting be held among representatives of the areas involved namely Sepanggar, Penampang, Putatan and Kota Kinabalu, Sabah.

" The water supply problem affects Sepanggar but it will affect other areas too if no action is taken, said the Deputy Human Resource Minister when met by reporters after a meeting with state Science, Technology and Innovation Minister Datuk Dr Mohd Ariffin Arif at the latter's office here on Monday.

According to Mustapha, Shahelmey will take action at the state level adding," AND ON MY PART I WILL BRING THE MATTER UP TO THE RELEVANT MINISTRY AT THE FEDERAL LEVEL TO GET ALLOCATION."

" This is a critical issue and Sabah will not be able to get investors if this problem is not resolved as soon as possible. Yes, resolving the water supply problem is my manifesto but the problem is bigger than it looks.

" Resolving it needs a huge allocation and I urge Sepanggar folks to be patient," Mustapha said.

JINDAYRIS, SYRIA (FEBRUARY 08, 2023) :Extended family members pulled a newborn baby alive from the rubble of a home in northern Syria, after finding her still tied by her umbilical cord to her mother, who died in Monday's massive quake, a relative said.

The infant is the sole survivor of her immediate family, the rest of whom were all killed when the 7.8-magnitude quake that struck Syria and neighbouring Turkey flattened the family home in the rebel-held town of Jindayris, Khalil al-Suwadi said.

" We heard a voice while we were digging," Suwadi told AFP on Tuesday.

" We cleared the dust and found the baby with the umbilical cord (intact) so we cut it and my cousin took her to hospital."

Video of the rescue went viral on social media.

The footage shows a man sprinting from the rubble of a collapsed four-storey building clutching a tiny baby covered in dust.

A second man runs towards the first carrying a blanket to try to warm the newborn in the sub zero temperatures while a third screams for a car to take her to hospital.

The baby was taken treatment in the nearby town of Afrin, while family members spent the next several hours recovering the bodies of her father Abdullah, mother Afraa, four siblings and an aunt.

Their bodies were laid out on the floor of an adjacent relative's home ahead of a joint funeral that was held on Tuesday.

In the dimly lit room, Suwadi stared at the lifeless corpses and listed their names.

" We are displaced from (the government-held eastern city of) Deir Ezzor. Abdullah is my cousin and I am married to his sister," he said.

'Time is running out'.

The family home was one of around 50 in Jindayris that were flattened by the quake, an AFP correspondent reported.

Across Syria, more than 1,600 people were killed, in addition to the more than 3,400 killed in Turkey, authorities said.

Rebel-held towns and cities accounted for some 800 of the dead.

Inside an incubator in the hospital in Afrin, the newborn was hooked to an intravenous drip, her body scarred, and a bandage wrapped around her left fist.

Her forehead and fingers were still blue from the biting cold as paediatrician Hani Maarouf monitored her vitals.

" She is now stable," Maarouf said but noted that she had arrived in bad condition.

" She had several bruises and lacerations over all her body," he told AFP.

" She also arrived with hypothermia because of the harsh cold. We had to warm her up and administer calcium."

Jindayris was seized by Turkey and its Syrian rebel proxies in a 2018 offensive that drove Kurdish forces from the Afrin region.

Cut off from government-held territory, the region depends heavily on aid from Turkey and lacks the expertise or manpower to mount an effective emergency response on its own.

With Turkish NGSs preoccupied with the rescue effort across the border, the search for survivors in Syrian towns like Jindayris has been delayed.

According to the White Helmets rescue group, which operates in rebel-held areas of Syria, more than 210 buildings have been flattened in those areas.

Another 520 were partially destroyed, while thousands more were damages, it said.

" We appeal to all humanitarian organisations and international bodies to provide material support and assistance," the White Helmets said on Twitter.

" Time is running out. Hundreds still trapped under the rubble. Every second could mean saving a life."
