SIGNALS FRESH DELAY IN FINLAND, SWEDEN NATO APPROVAL - HUNGARY

BUDAPEST - Hungarian Prime Minister Viktor Orban's chief of staff signalled on Saturday ( February 25, 2023) a possible further delay in Budapest's ratification of Finland and Sweden joining NATO, saying a vote may take place only in the second half of March 2023.

 

Sweden and Finland applied last year (2022) to join the transatlantic defence pact after Russia's full-scale invasion of Ukraine. But all 30 NATO members need to back the applications and Sweden has faced objections from Turkey for harbouring what Ankara considers to be members of terrorist groups.

 

With Hungary's ratification process stranded in Parliament since July, Orban aired concerns about Sweden and Finland's NATO membership for the first time on Friday. Among other criticisms, he has accused both countries of spreading "OUTRIGHT LIES" about the health of democracy and the rule of law in Hungary.

 

Nationalist Orban said more talks were needed between parliamentary groups before lawmakers vote on the membership bids, which they will begin debating on Wednesday.

 

A legislative agenda published on parliament's website this week showed a final vote on the NATO bids could take place in the week of March 06, 2023. However, on Saturday Orban's aide Gergely Gulyas said more time could still be needed.

 

"Parliament will put this on the agenda on Monday and start debating the legislation next week," Gulyas told a news conference.

 

"Based on Hungarian procedure, adopting legislation takes about four weeks, so it follows that parliament can have a vote on this sometime in the second half of March 2023, on the week of March 21."

 

Last July, Orban's lawmakers pushed through legislation overhauling a small business tax hike in just two days.

CLIMATE - RESILIENT AQUACULTURE TO EARN US$12 BILLION IN EXPORTS - VIETNAM'S

HANOI, VIETNAM (FEBRUARY 21, 2023) : Vietnam is set to develop a more sustainable aquaculture industry which is expected to expand 4.5 percent year on year, earning US$12 billion in export revenues by 2030, local newspaper Vietnam News reported Tuesday.

 

The Vietnamese government has approved a national programme to bolster aquaculture production, which is vulnerable to climate change and natural disasters.

 

The South-East Asian country will strive to scale up its aquaculture sector in the upcoming years to reach an annual production target of 7 million tons through a number of long-term policy initiatives with a focus on farming infrastructure as well as seed production and supply.

 

According to the Vietnam Association of Seafood Exporters and Producers, aquaculture productivity in Vietnam has increased over the years even though the total water surface area for aquaculture has remained stable.

 

Seafood and other aquatic products, such as farmed pangasius fish and shrimp, are among Vietnam's top exports to China, Europe, Japan, and the United States.

 

However, experts said if no strategy was carried out to mitigate risks from climate change, Vietnam's aquaculture will be hit hard.

 

A World Bank study reported pangasius and shrimp farmers in the Mekong Delta region might suffer income losses of up to 38,000 United States, dollars per hectare by 2050.

 

Besides, Vietnamese farmers will have to pay extra costs to fight against climate change adversity such as raising the height of dikes and building new drainage systems.

 

Hence the program aims to help transform the country's small-scale aquaculture industry, which is likely to be seriously affected by climate change, into a sustainable and climate-resilient production and processing center.

 

Last year (2022), Vietnam's seafood exports hit a record high of nearly 11 billion United States dollars, up 23.1 percent from the year from the year before despite the impacts of the COVID-19 pandemic.

 

Vietnam's agro-forestry-fishery exports posted 53.2 billion United States dollars in revenues on year 2022, accounting for about 75 percent of the country's overall trade surplus, according to the Ministry of Agriculture and Rural Development.

MA63: SPECIAL GRANT FOR SABAH AND SARAWAK BEING COORDINATED BY FINANCE MINISTRY, SAYS ARMIZAN

BACHOK, KELANTAN (MARCH 05, 2023): The giving of the special grant for Sabah and Sarawak under Article 112D of the Federal Constitution is being coordinated by the Finance Ministry, said Minister in the Prime Minister's Department (Sabah, Sarawak Affairs and Special Functions) Datuk Armizan Mohd Ali.

 

He said the federal government, Sabah and Sarawak were now negotiating to finalise the formula and indicators for use in determining the rate of increase for the grant.

 

" Agreement in principle has been reached that the federal government would increase the special grant through reviews.

 

" Once a final decision has been reached, I believe the prime minister will announce the rate of increase for the special grant, and I'm confident the rate will exceed 100 per cent in the interests of Sabah and Sarawak people," he said.

 

Here told reporters this after the national-level conferment of accreditation on members of Kor Siswa Siswi Pertahanan Awam (Kor Sispa) at Universiti Malaysia Kelantan here today.

 

In January, Prime Minister Datuk Seri Anwar Ibrahim, after charing the Malaysia Agreement 1963 (MA63) Implementation Action Council meeting, had said the federal government had agreed to increase the special grant for Sarawak to RM 300 million.

 

Anwar said the amount was only for the initial stage before a specific formula was worked out to determine the rate for the annual grant.

 

The prime minister had said the provision of the grant was decided by previous leaders who saw Sabah and Sarawak as lagging behind the peninsula during the formation of Malaysia.

RUSSIA SUMMONS BANGLADESH ENVOY OVER SANCTIONED SHIPS DISPUTE

RUSSIA summoned the ambassador of Bangladesh on Tuesday to protest over Dhaka's decision to block the entry of Russian ships into Bangladeshi ports.


Bangladesh earlier this month banned dozens of Russian ships that have fallen under Western sanctions from entering its territorial waters, citing the need to comply with the restrictions.


Russia's foreign ministry said in a statement it had told Bangladesh's ambassador in Moscow that the move was not in line with "TRADITIONALLY FRIENDLY BILATERAL RELATIONS AND MAY ADVERSELY AFFECT THE PROSPECTS FOR COOPERATION IN VARIOUS FIELDS."


Russia's state-owned nuclear energy organisation Rosatom is currently building Bangladesh's first nuclear power plant, due to start operating in 2024. Dhaka has asked Moscow to ensure it uses non-sanctioned ships for delivering equipment for the plant.
