HANOI: Dozens of people have been killed after a huge fire at an apartment block in Vietnamese capital Hanoi, state media said Wednesday.


The fire started just before midnight on Tuesday (1700 GMT) in the parking floor of the 10-storey building, witnesses said, an area packed with residents' motorbikes.


"Authorities have rescued about 70 people, rushing to hospital 54 people, including dozens of dead," the official Vietnam News Agency said.


"This is a very serious fire," the statement said.


The blaze was out on Wednesday morning, although workers continued searching for survivors.


Rescuers struggled to access the building, in a highly residential area of southwest Hanoi, located down a narrow alley.


"We could not help them much," a woman, who gave only one name Hoa and lives near the block, told AFP at the site.


"The apartment is so closed with no escape route, impossible for the victims to get out."


It comes a year after a blaze in a three-storey karaoke bar in commercial centre Ho Chi Minh City killed 32 people.


As many as 17 people were also injured in that fire, with the owner arrested on charges related to breaching fire prevention regulations.


Vietnam has experienced several deadly fires in recent years, frequently at entertainment venues like popular karaoke bars.

TOKYO: The Japan Atomic Energy Agency (JAEA) has confirmed the detection of radioactive material leaks in one of its nuclear fuel research facilities but reported no adverse effects on the health of the staff or the surrounding environment, Xinhua quoted local media reports.


The leaks were detected within the Plutonium Fuel Development Room No. 3 at the JAEA's Nuclear Fuel Cycle Engineering Laboratories, located in Tokai Village, Ibaraki Prefecture, national news agency Kyodo reported, citing the agency.


Last Friday, the Plutonium Fuel Development Room No. 3 identified pollution caused by radioactive materials at four locations within the facility.


The pollution was discovered during a routine inspection of the glovebox equipment, which is designed to be airtight.


The contamination was found both above and below the glovebox, with the highest level of radioactive activity measuring approximately 33 becquerels.


Although the glove box contained nuclear fuel materials, it had not been in recent use and was solely undergoing a biennial routine inspection, said the JAEA.


The JAEA has reassured the public that the leak of nuclear material has not had any negative consequences for the health of the facility's four staff members, or the surrounding environment.


At present, the cause of the radioactive material leak is under investigation. Authorities at the laboratories suspected that the radioactive materials may have seeped out of the equipment.

WOMAN GOES BLIND AFTER DERMAL FILLER AESTHETIC TREATMENT; FIRST REPORTED CASE IN SINGAPORE COUNTRY

SINGAPORE - In the first such case of its kind in Singapore, a woman went blind in July after she was administered a dermal filler that temporarily reduces wrinkles and folds in the skin.


She was injected with the dermal filler AestheFill at a clinic in Redhill.


Parvus, the Singapore distributor of AestheFill, confirmed the incident and said it was in direct contact with all concerned parties and “working diligently to understand the circumstances” surrounding it.


The Health Sciences Authority (HSA), which regulates health products, told The Straits Times that it is investigating whether there were batch-related defects that could have affected product safety and quality. AestheFill was registered for use in Singapore in October 2021.


An HSA spokesman said that on July 29, Parvus reported an incident of blood vessel occlusion – or blockage – leading to blindness after the administration of AestheFill.


“Locally, this is the first adverse event report for blindness resulting from dermal fillers,” she said.


HSA classifies dermal fillers as Class D medical devices, which carry the highest risk, she added. 


Companies are required to report such adverse events to HSA within 10 days.


ST’s repeated attempts to contact the doctor who carried out the procedure were unsuccessful.


His clinic’s website and social media page point to his proficiency in the domain. He is a certified trainer in AestheFill injections.


Parvus general manager Brendan Pang told ST that only qualified healthcare professionals can administer AestheFill.


Since receiving approval from HSA on Oct 1, 2021, it has been widely used by aesthetic practitioners in Singapore, said Mr Pang.


“It is an internationally recognised filler for aesthetic treatments. As with any medical procedure, there are inherent risks, which are fully communicated to patients by the trained medical doctors prior to treatment,” he added.


“Our company continuously invests in training programmes focused on injection anatomy and technique upgrades to ensure optimal patient outcomes.”


Sources with knowledge of the incident described the patient as young and married.


She apparently suffered sudden blindness after she was injected with AestheFill at the clinic. It is understood to have affected both her eyes.


The HSA spokesman said, however, that there has been no noticeable increase in reports of adverse events for aesthetic implants such as dermal fillers in Singapore.

KUALA LUMPUR - Malaysian prosecutors have not appealed the acquittal of former prime minister Najib Razak in a case of audit tampering related to state fund 1Malaysia Development Berhad (1MDB), his lawyers said on Tuesday, risking backlash for Prime Minister Anwar Ibrahim who has vowed to fight graft.


Mr Anwar is already under pressure from allies and the opposition after his government last week dropped dozens of graft charges against a key ally whose support is essential for the Premier to keep his parliamentary majority.


Najib, 70, is serving a 12-year jail sentence for another corruption case linked to 1MDB. He also faces several other graft charges.


The Attorney-General’s Chambers was expected to appeal Najib’s acquittal earlier in 2023 of a charge of abusing his position as prime minister to amend a government audit into 1MDB.


But Najib’s lawyers at Shafee & Co said in a statement, “the prosecution evidently found no grounds for appeal” and did not file the petition.


Najib had pleaded not guilty.


An estimated US$4.5 billion (S$6.1 billion) was allegedly misappropriated from 1MDB by high-level officials of the fund and their associates between 2009 and 2014, the US Justice Department has alleged.


Mr Anwar, who came to power in November 2022, vowed to fight corruption as part of his election campaign. But concerns were raised after he partnered with Najib’s corruption-tainted party to form a government and appointed officials accused of graft to senior positions.


The Malaysian United Democratic Alliance on Sunday said it was leaving Mr Anwar’s ruling coalition, citing concerns after graft charges were dropped against Deputy Prime Minister Ahmad Zahid Hamidi.


Mr Anwar has maintained that the move to drop the case, which triggered a widespread public backlash, was made without his interference.

SEOUL/WASHINGTON/MOSCOW – North Korean leader Kim Jong Un has arrived in Russia, the Japanese media reported on Tuesday, for what the Kremlin said would be a comprehensive discussion with Russian President Vladimir Putin, amid warnings from Washington that they should not agree on an arms deal.


Mr Kim left Pyongyang for Russia on Sunday on his private train, the North’s state media reported on Tuesday, accompanied by top arms industry and military officials and the Foreign Minister.


A Russian source with knowledge of the trip told Reuters that Mr Kim arrived in Russia on Tuesday morning, leaving his train to meet local officials in Khasan, the main rail gateway to Russia’s Far East, before continuing on.


Mr Kim’s arrival was also reported on Tuesday by Russia’s state television Rossiya 1, which showed a train purported to be carrying the North Korean leader - with its signature olive green paint scheme - crossing a bridge.


Mr Kim does not travel abroad frequently, having made just seven trips away from his country and twice stepping across the inter-Korea border during his 12 years in power so far. Four of those trips were to the North’s main political ally, China.


“It will be a full-fledged visit,” Kremlin spokesman Dmitry Peskov said. “There will be negotiations between two delegations, and after that, if necessary, the leaders will continue their communication in a one-on-one format.”


Discussions could include humanitarian aid to North Korea and the UN Security Council resolutions imposed against Pyongyang, Russian officials said.


US officials, who first said the visit was imminent, said that arms talks between Russia and North Korea were actively advancing, and that Mr Kim and Mr Putin are likely to discuss providing Russia with weapons for the war in Ukraine.


Mr Putin arrived in Vladivostok on Monday, Russia’s TASS news agency said. He is scheduled to attend the plenary session of the Eastern Economic Forum, which runs until Wednesday.


Mr Peskov said that Mr Putin’s meeting with Mr Kim would come after the forum and that no news conference by the leaders is planned, according to Russia news agencies.


There has been no confirmation of the location of the meeting, or whether Mr Kim will be attending the economic forum.


Mr Kim’s train was headed further north to the Amur region, Japan’s Kyodo news quoted an unnamed Russian official as saying, and it was possible he will hold talks with Mr Putin at the Vostochny cosmodrome there.


Mr Putin said on Tuesday that he was planning to go to Vostochny but did not say if he planned to meet Mr Kim there.


The Russian president, responding to a question at the economic forum, said he had his own programme to visit Vostochny and “when I get there, you will know”.


Pyongyang and Moscow have denied that North Korea would supply arms to Russia, which has expended vast stocks of weapons in more than 18 months of war.


Washington and its allies have been voicing concern at recent signs of closer military cooperation between Russia and the nuclear-armed North. It will be Mr Kim’s second summit with Mr Putin, after they met in 2019 on his last trip abroad.


Mr Peskov said Russia’s national interests would dictate its policies, according to Russian news agencies.


“As you know, while implementing our relations with our neighbours, including North Korea, the interests of our two countries are important to us, and not warnings from Washington,” Mr Peskov was quoted as saying.

Police in Tsuyama, Okayama Prefecture, have arrested a 53-year-old woman on suspicion of negligence resulting in death after she left her two-year-old grandson in a car for 9 1/2 hours on Saturday. The child died of suspected heatstroke.


According to police, Setsuko Shibata left her grandson Haruto Mese in a child seat in the back of her car in the car parking lot of a hospital, Kyodo News reported. Shibata works at the hospital as an assistant caregiver.


Police said Shibata told them she completely forgot about Haruto until she returned to the parking lot after work. She said the child had lost consciousness. He was taken inside the hospital where he died later due to suspected heatstroke. Police said an autopsy will be held to determine the cause of death.


Police said the boy was in the car from 8:15 a.m. until 5:40 p.m. The local weather agency said the outside temperature in the area on Saturday reached a high of 31.7 degrees but that it would have been more than 40 degrees inside the locked car.


Shibata said she had picked up Haruto from her daughter and was supposed to take him to a nursery on her way to work but was quoted by police as saying she completely forgot he was in the car.
