PUSPAKOM NO LONGER SOLE PROVIDER OF VEHICLE INSPECTION SERVICE FROM SEPTEMBER 01, 2024 - LOKE

PUTRAJAYA (March 24, 2023): Pusat Pemeriksaan Kenderaan Berkomputer (Puspakom) will no longer be the sole provider of periodic motor vehicle inspection service beginning Sept 1, 2024, said Transport Minister Anthony Loke.

He said the Cabinet at its meeting on March 17 decided that other qualified companies would also be allowed to provide the service on behalf of the Road Transport Department (JPJ).

He said the process of inviting private companies to offer this service was expected to begin in the first quarter of 2024 at the latest.

“This decision means Puspakom will no longer be the sole provider of periodic motor vehicle inspection service on behalf of JPJ beginning Sept 1, 2024,” he told a press conference here today.

Loke said the decision was in line with the government’s desire to create a competitive service environment and to make it easier for people to deal with such tasks.

This was following public complaints about lack of efficiency as they had to spend hours waiting for their vehicles to be inspected and also the fact that there is a limited number of Puspakom branches in certain places.

Loke said the Transport Ministry (MOT) and JPJ would develop the qualifying conditions, operational regulations, scope of service and guidelines, including on determination of inspection locations, before opening up the service to other companies.

Companies interested in providing this service must fulfil the same conditions imposed on Puspakom, including hiring only qualified workers, he said.

They must also provide and use computerised inspection equipment regulated and approved by JPJ, provide services which fully meet the scope, standard and procedure set for vehicle inspection, and charge inspection fees according to the specified rates.

“Interested private companies are not allowed to offer repair or modification services for vehicles or sell spare parts,” he said.

Loke also said Puspakom’s concession agreement would be extended by 15 years with improved terms when it expires on Aug 31, 2024.

He said Puspakom had performed its functions well and met service requirements but it had been asked to implement upgrading works, including amending the procedure and scope of inspection to enhance quality and integrity.

Loke said Puspakom was required to modernise its inspection process in line with current technological developments by using high-tech communication equipment, sensors or cameras to enable inspections to be monitored online on a real-time basis by consumers, MOT and JPJ.

Puspakom was also asked to increase the competency of its employees through the provision of more effective and relevant human resource development training systems, improve the process for bookings and customer complaints, and instal closed-circuit TVs at all inspection centres for the purpose of real-time control and monitoring.

Puspakom is also required to improve the scope of vehicle inspections, such as interior checks, underbody checks, and motorcycle inspections to increase the level of technical safety and roadworthiness of vehicles, especially those used for public transport and goods delivery.

NORTH KOREA SAYS IT TESTED NEW UNDERWATER NUCLEAR ATTACK 'DRONE'

SEOUL, NORTH KOREA (MARCH 24, 2023): North Korea claimed today it had tested an underwater nuclear attack drone able to unleash a “radioactive tsunami”, as it blamed recent US-South Korea exercises for a deteriorating regional security situation.

Pyongyang carried out military drills of its own in response this week, the official Korean Central News Agency said, including test-firing a new nuclear-capable underwater drone.

The weapon’s mission is to “stealthily infiltrate into operational waters and make a super-scale radioactive tsunami … to destroy naval striker groups and major operational ports of the enemy,” it said.

The new weapon, called Haeil which means tsunami in Korean, “can be deployed at any coast and port or towed by a surface ship for operation,” the report said.

North Korean leader Kim Jong Un personally oversaw the tests, KCNA reported, and images released by Pyongyang’s Rodong Sinmun newspaper showed a smiling Kim and what appeared to be an underwater explosion.

The agency also said Pyongyang had fired strategic cruise missiles “tipped with a test warhead simulating a nuclear warhead” on Wednesday.

But analysts questioned North Korea’s claims.

The idea that Pyongyang has “a nuclear-capable underwater drone should be met with scepticism,” said Leif-Eric Easley, a professor at Ewha University in Seoul.

“Pyongyang’s claims about a new weapons system are not the same as a credible demonstration of capability,” he added.

In a Twitter post, US-based analyst Ankit Panda said it could not be ruled out that the announcement was “an attempt at deception/psyop”.

Even so, the claim was “shocking,” Cheong Seong-chang of the private Sejong Institute told AFP.

If true, it is hard to see how Seoul “could respond to such a formidable new weapon from North Korea that (it says) can completely destroy the South’s major operational ports.”

The KCNA statement also indicates “Pyongyang is more than ready to use its tactical nuclear weapons at any time,” An Chan-il, a defector-turned-researcher, told AFP.

“This obviously further strengthens Kim’s justification for his future nuclear tests.”

NUCLEAR POWER?

Russia has also reportedly developed a similar weapon — nuclear-capable Poseidon torpedoes — but mastering the complex technology required for such weaponry might yet be beyond North Korea, experts said.

“For an unmanned submarine to go deep underwater undetected, it requires advanced technology such as control sensors and radar,” Choi Gi-il, professor of military studies at Sangji University told AFP.

North Korea has not acquired this “to an extent that it can deploy nuclear unmanned sea drones in combat yet,” but its claims about the Haeil drone fit a broader pattern, Choi said.

Pyongyang has moved on from simply stockpiling nuclear warheads and is “attempting to further advance and diversify launch mediums,” he said, adding that further testing could yet give Pyongyang “formidable” new ways to deliver a nuclear payload.

After a record-breaking year of weapons tests and growing nuclear threats from Pyongyang in 2022, Seoul and Washington have ramped up security cooperation.

On Thursday, the two allies completed their largest joint military drills in five years.

Pyongyang views all such exercises as rehearsals for invasion and today claimed the recent exercises, dubbed Freedom Shield, were a drill for “occupying” North Korea.

Pyongyang’s “underwater nuclear attack drone” drill was staged “to alert the enemy to an actual nuclear crisis,” KCNA said.

North Korea last year declared itself an “irreversible” nuclear power and Kim recently called for an “exponential” increase in weapons production, including tactical nuclear weapons.

KCNA’s statement comes about a week after Pyongyang test-fired its largest and most powerful missile, a Hwasong-17 — its second ICBM launch this year.

KUALA LUMPUR (March 23, 2023): Two-time former prime minister Tun Dr Mahathir Mohamad today blamed his two successors Tun Abdullah Ahmad Badawi and Datuk Seri Najib Razak for failing to realise Wawasan 2020.

Responding to DAP’s Lim Kit Siang’s attack on the vision he formulated during his first tenure, Dr Mahathir said the two former prime ministers had brushed aside policies and methods that were introduced during his administration.

“Yes. Indeed, I announced the failure of Wawasan 2020. But it is not my failure. There was no evidence of the failure of Wawasan 2020 until I resigned in 2003.

“As soon as Abdullah and Najib took over the leadership of the country, they set aside the policies and methods explored by me,” he wrote on Facebook.

Abdullah, also known as Pak Lah, took over the prime minister post after Dr Mahathir announced his retirement in 2003.

Najib later took the office in 2009 before he was unseated by Pakatan Harapan which was led by Dr Mahathir in 2018.

Dr Mahathir said both former prime ministers had abandoned his policies and ideas to improve the country’s infrastructure and made bad administrative decisions during their tenure.

“The failure of Wawasan 2020 is caused by Abdullah and Najib. They did not directly try to develop the country from 2004 to 2020,” he added.

Yesterday, it was reported that Lim had urged government leaders to look back at the failure of Wawasan 2020 which was introduced by Dr Mahathir.

He said that by doing this, they would find the cause behind the decisions that set back the country in the last six decades.

During his second tenure in 2020, Dr Mahathir said although Wawasan 2020 did not fully achieve what was planned, Malaysia has made a lot of progress following the launch of the vision in 1991.

In 2017, Najib had introduced the National Transformation 2050 plan which effectively replaced Wawasan 2020 as the country’s roadmap to first-world nation status — claiming it was a continuation of Dr Mahathir’s vision.

UNITED NATIONS (March 22, 2023): Humanity’s “lifeblood” — water — is increasingly at risk around the world due to “vampiric overconsumption and overdevelopment,” the UN warned in a report, published hours ahead of a major summit on the issue was set to begin Wednesday.

The world is “blindly travelling a dangerous path” as “unsustainable water use, pollution and unchecked global warming are draining humanity’s lifeblood,” United Nations Secretary General Antonio Guterres said in a foreword to the report, released hours ahead of the first major UN meeting on water resources in nearly half a century.

Co-hosted by the governments of Tajikistan and the Netherlands, the UN Water Conference will gather some 6,500 participants, including a hundred ministers and a dozen heads of state and government Wednesday through Friday in New York.

Richard Connor, lead author of report, told AFP that the impact of the “world water crisis” will be a “matter of scenarios.”

“If nothing is done, it will be a business-as-usual scenario — it will keep on being between 40 percent and 50 percent of the population of the world that does not have access to sanitation and roughly 20-25 percent of the world will not have access to safe water supply.”

With the global population increasing every day, “in absolute numbers, there’ll be more and more people that don’t have access to these services,” he said.

At the UN conference, governments and actors in the public and private sectors are invited to present proposals for a so-called water action agenda to reverse that trend and help meet the development goal, set in 2015, of ensuring “access to water and sanitation for all by 2030.”

The last conference at this high level on the issue, which lacks a global treaty or a dedicated UN agency, was held in 1977 in Mar del Plata, Argentina.

Some observers have already voiced concerns about the scope of these commitments and the availability of funding to implement them.

“There is much to do and time is not on our side,” said Gilbert Houngbo, chair of UN-Water, a forum for coordinating work on the topic.

The report, published by UN-Water and Unesco, warns that “scarcity is becoming endemic” due to overconsumption and pollution, while global warming will increase seasonal water shortages in both areas with abundant water as well as those already strained.

– ‘Now or never’ –

“About 10 per cent of the world’s population lives in a country where water stress has reached a high or critical level,” the report says.

According to the most recent UN climate report, published Monday by the IPCC expert panel, “roughly half of the world’s population currently experience severe water scarcity for at least part of the year”.

Those shortages have the most significant impact on the poor, Connor told AFP.

“No matter where you are, if you are rich enough, you will manage to get water,” he said.

The report notes the particular impact of existing water supplies becoming contaminated due to underperforming or nonexistent sanitation systems.

“At least 2 billion people (globally) use a drinking water source contaminated with feces, putting them at risk of contracting cholera, dysentery, typhoid and polio,” it said.

That high number does not even take into account pollution from pharmaceuticals, chemicals, pesticides, microplastics and nanomaterials.

To ensure access to safe drinking water for all by 2030, current levels of investment would have to be tripled, the report says.

Freshwater ecosystems — which in addition to water, provide life-sustaining economic resources and help combat global warming — “are among the most threatened in the world,” the report warns.

“We have to act now because water insecurity is undermining food security, health security, energy security or urban development and societal issues,” Henk Ovink, the Dutch special envoy for water, told AFP.

“It’s now or never as we say — a once in a generation opportunity.”

RURAL SABAH VILLAGERS TURN UP IN KOTA KINABALU DEMANDING ISSUANCE NATIVE LAND TITLES

KOTA KINABALU, SABAH : More than 1,000 residents from six villages in Sabah's interior Nabawan are claiming their native land titles offered to them have been cancelled by the state government.

Some 200 of the villagers from Sapalut turned up at the state capital to handover their letter to the Lands and Survey Department director Datuk Bernard Liew Tuesday (March 21) asking for answers as to why the native title grants were cancelled by the government.

The Sapulut villagers were also joined by two other village folks from Ranau and Kunak districts also wanting answers as to why their decades old land applications had been denied.

Some of them dressed in traditional costumes walked with banners to the Lands and Survey Department and also danced outside the compound before handing over their letters to Liew who said that he would look into the matter.

According to the Sapulut villagers they had received an offer from the Land and Survey Department (JTU) to make measurements on their land to obtain Native Title grants during the Warisan government rule (2018-2020).

However, they claimed the Native Title grant award offered was cancelled by the Lands and Survey director through a letter dated Aug 12, 2022 under the current Gabungan Rakyat Sabah (GRS) led state government.

The current government, in withdrawing the native title issuance, decided to revert back to the contentious communal titles for the villagers.

Malaysian International Humanitarian Organization (MHO) secretary general Datuk Hishamuddin Hashim, whose organisation coordinated the villagers, said the villagers felt persecuted when the Native Grant (NT) that should have been given to them was cancelled without any reason.

He said that the villagers had been living in the area for decades, but still had not received the Native Title grant until today.

The six villages involved were Kampung Koyoon, Kampung Kainggalan, Kampung Tonomon(A)(C), Kampung Kukuamas, Kampung Bigor and Kampung Bukokoh.

He said the villagers want the Native Title grant to enable them to legally own the land they live in without having to worry about their land being confiscated by any party in the future if it was under a communal title.

The Sapulut villagers were also joined by Kg Ulu Madai villagers from east coast Kunak district and Kampung Montoli in Ranau district who also wanted answers from the Lands and Survey Department on their application for land titles applied decades ago.

MHO is helping the villagers by coordinating action to get state government attention on their plight.

PERIKATAN NASIONAL (PN) has rejected Pejuang's application to join the coalition, its secretary-general Hamzah Zainudin said on March 21, 2023.

In a statement, Hamzah said the decision was made at a meeting of the Perikatan Nasional Supreme Council on March 20, 2023, chaired by Muhyiddin Yassin.

The council also decided to maintain the use of the Perikatan Nasional logo at the state elections in Kedah, Selangor, Penang and Negeri Sembilan.

" The PAS logo will be used in Kelantan and Terengganu," Hamzah added.

" The Supreme Council has instructed the election machinery in these six states to strengthen preparations and ensure readiness at the highest level."

Pejuang's application came days after its founder, former prime minister Dr Mahathir Mohamad, left to join fellow Malay-based party Putra, led by former UMNO man Ibrahim Ali.

Pejuang president Mukhriz Mahathir said he had written to Muhyiddin as well as PAS president Abdul Hadi Awang and Gerakan President Dominic Lau, explaining why Pejuang should be accepted into their fold.

He said that among others, Pejuang wanted to ensure that there would not be a split in Malay votes in the six state elections to come.

" It will be more beneficial to all parties if Pejuang joins Perikatan Nasional and contests using the PN symbol.

" Of course, this means that Pejuang's cooperation with Perikatan Nasional is not limited to the state elections that will take place in June 2023, but also for the long term," Mukhriz said.

At the last general election, Pejuang fielded some 60 candidates under the Gerakan Tanah Air coalition.

All of them lost their deposits including Mahathir, who failed to retain his Langkawi parliamentary seat.
