Protesters in Pokemon costumes stomped around the United Nations climate conference on Friday to send a message to Japan: end financing of coal and natural gas projects across Southeast Asia and other regions of the Global South.

The Stop Japan's Dirty Energy Plans protest aligned with the first of two thematic days with a focus on energy during the annual climate conference known as COP30, held this year in Belem on the edge of the Brazilian Amazon. Organizers of the protest said the investments are a major blind spot for Japan, typically a regional voice in climate negotiations that often touts itself as a decarbonization leader in Asia.

“Japan is actually delaying the fossil fuel phase-out across Asia” by funding energy projects, mainly liquefied natural gas developments, in countries such as Thailand, Malaysia, Indonesia and the Philippines, said Hiroki Osada with Friends of the Earth Japan, one of the protest organizers.

“It’s so important for our Global South comrades to voice their concerns in Belem, so that they can actually demand the Japanese government to do something about this,” he said.

The government-owned Japan Bank for International Cooperation financed $6.4 billion in loans for coal projects and $874 million in loans for gas projects from 2016 to 2024, according to a 2025 study by the Philippines-based research and advocacy organization Center for Energy, Ecology and Development based on public government and banking data. The bank, which is Japan’s major conduit of overseas aid, did not respond to requests for comment.

When reached for comment, Takuya Nomoto, a senior negotiator with the Japan Delegation at COP30, said that a colleague would respond.

The protest centered on a pair of people wearing life-sized, inflatable Pikachu costumes who flanked a handful of activists. Protesters chanted “Only Pokemon, no fossil fuels” and “Sayonara fossil fuels.” The event included activists from across the Association of Southeast Asian Nations (ASEAN), which is home to multiple Japan-backed fossil fuel projects. One banner read: “Don’t gas ASEAN.”

The bobbing Pikachus planned to visit the country pavilions of India, Indonesia and Malaysia to “to reveal how Japan is exporting its fossil agenda.”

“If Global North countries, like Japan, decide to double down on fossil fuel production and export, that is going to make it impossible for countries across the Global South to make the just energy transition,” said Amiera Sawas, head of research and policy at the Fossil Fuel Non Proliferation Treaty Initiative.

The Pikachu protest, a frequent one during recent summits, was sandwiched between other anti-fossil fuel demonstrations and came after a Friday morning demonstration blocked the main entrance to the conference and increased COP30 security measures. Earlier, activists hosted a “Kick Out the Suits” event demanding the removal of fossil fuel lobbyists, who environmentalists accused of undermining the negotiations.

On Saturday, when significant protests are expected to mark the midpoint of COP, a large march will feature a “funeral for fossil fuels” where giant coffins — symbolizing coal, oil and gas — will be carried down the streets of Belem.

Fossil fuels are key issue at UN climate talk

The global effort to transition away from fossil fuels has been a key topic at COP30. Brazilian President Luiz Inácio Lula da Silva set the tone during the Leader's Summit last week when he called for world leaders to prepare a road map to “overcome dependence on fossil fuels.”

Several countries — such as Denmark, the United Kingdom, Kenya, France and Germany — supported Lula's call to action.

In Dubai during COP28, nearly 200 countries agreed to move away from fossil fuels, the first pledge in decades of U.N. climate talks. But many have warned the deal still had significant shortcomings.

“At COP30, we need an actionable outcome, not another road map to nowhere," said Jasper Inventor, deputy program director with Greenpeace International. “While it’s positive to see progression in Belem, we must ensure that this actually leads towards a clear plan to phase out fossil fuels and one that fast-tracks renewables.”

The Japan Onsen Association in Tokyo said it compiled the definition to clarify how the tradition reflects the nation's connection with nature and the belief that healing comes from contact with geothermal resources regarded as "gifts" from the environment.

A former commissioner of the Agency for Cultural Affairs joined the effort to craft the definition, aiming to reinterpret the broad notion of hot springs as a uniquely Japanese cultural practice and accelerate the country's bid for the tradition's early inscription on the UNESCO list.

To secure inscription, the government must submit an application to the U.N. Educational, Scientific and Cultural Organization outlining the item's definition and cultural characteristics.

According to the definition, references to hot springs date back to the Kojiki, Japan's oldest chronicle, and people have long sought physical relief through the healing effects of thermal waters and therapeutic bathing customs.

The definition adds that bathing allows people to feel the seasons, connect with nature and view hot springs as divine gifts offering spiritual comfort. It presents the practice as one that helps reaffirm identity rooted in Japanese cultural traditions.

Inn operators and traditional guardians known as "yumori" are described as actively supporting the use of hot springs, while central and local governments safeguard the practice through various laws and related ordinances, the definition states.

The government council is expected to select, possibly within the year, candidates for the UNESCO Intangible Cultural Heritage list, with inscription in 2028 aimed for as part of Japan's planned nominations.

A 54-year-old man died after getting into difficulty while diving off the coast of Kushimoto, Wakayama Prefecture, on Saturday.

According to police, a diving instructor at the scene called 119 at around 10:25 a.m. on Saturday, and said that an accident occurred while a group was diving, Sankei Shimbun reported. The caller said the diver was unconscious and not breathing.

The diver, Kyoji Sumita, from Kishiwada City, Osaka Prefecture, was taken to hospital, where he was confirmed dead on arrival.

Sumita was participating in a diving tour. At a depth of about 30 meters, another instructor accompanying Sumita noticed he appeared to be in distress, and together they surfaced. When he was pulled aboard a boat, he lost consciousness.

A volcano on Sakurajima in Kagoshima Prefecture, southwestern Japan, erupted early Sunday morning, sending a plume of ash and smoke up to 4,400 meters into the atmosphere, the weather agency said.

The eruption continued after the initial event, prompting the agency to issue an ashfall forecast for parts of Kagoshima, Kumamoto and Miyazaki prefectures. No injuries or damage to buildings have been reported.

An explosive eruption around 12:57 a.m. on Sunday at the Minamidake crater sent a plume rising above 4,000 meters for the first time since Oct 18 last year, according to the local meteorological observatory.

In the latest series of eruptions, large volcanic rocks flew as far as the fifth station, but no pyroclastic flows were detected. The alert level remains at three on a scale of five, which restricts access to the mountain.

Sakurajima, one of Japan's most active volcanoes, is linked to the Osumi Peninsula on Kyushu, the country's southwestern main island. It was once an island, but a 1914 lava flow created a land bridge to the peninsula.

KOBEA 43-year-old male police officer was found bleeding from a head wound in a Hyogo Prefecture martial arts training room on Saturday night and was later pronounced dead, local authorities said.

A fellow police officer discovered the man around 9:35 p.m. in the facility located in the western Japan city of Akashi and called emergency services. He was taken to a hospital, where doctors pronounced him dead, the authorities added.

A bear entered a shopping mall of retail giant Aeon Co in Akita Prefecture on Sunday, prompting staff to barricade the animal before authorities arrived to kill it.

The incident took place during shopping hours, but all customers inside the Aeon Noshiro mall in northeastern Japan were safely evacuated.

A staff member made an emergency call to police around 11:20 a.m. to report the entry into the mall of the bear, which was found near the first-floor furniture section. It was tranquilized by a blow dart before being killed by electric shock more than two hours later.

Brothels established in Niigata Prefecture for Allied occupation forces immediately after Japan's surrender in World War II misled women they recruited by hiding the nature of the work, according to a recently discovered official document.

Experts say the record demonstrates Japan's subservient attitude, symbolized by a willingness to offer local women up to ensure its occupiers were mollified.

The document, compiled by a police station in the now-defunct prefectural town of Tsugawa between fiscal 1945 and 1946, is preserved in the Niigata Prefectural Archives.

It provides a rare glimpse into the early postwar chaos, when local authorities scrambled to respond to the demands of occupying troops and the directives of Japan's central government.

On August 18, 1945 -- just three days after Japan's surrender -- the former Ministry of Home Affairs issued a nationwide notice calling for the establishment of "comfort stations" to serve the Allied occupation forces.

According to the Niigata Prefectural Policy Department's historical records, 151 such facilities were set up in Niigata Prefecture alone.

A report based on telephone instructions from the prefectural police chief to the head of the Tsugawa police station reveals the brothels' urgent efforts to recruit comfort women.

It also records the central government's request that police stamp out provocative newspaper advertisements designed to attract recruits. Officials were instructed to deal with agents who embellished the appeal of the work or hid the true nature and location of the jobs on offer.

"The agents tried to lure impoverished women by promising good clothing, food, and housing in various regions, including Niigata," said Hideaki Shibata, author of "Sexual Violence in the Occupation Era."

"In reality, the work at these brothels was effectively compulsory for women who had no other means of survival."

Shibata added that it was doubtful whether government orders to crack down on such recruitment practices were enforced effectively. "The police were responsible for both issuing business permits to comfort stations and supervising them," he noted, so there was an inherent conflict of interest.

A report submitted by the governor of Niigata to the ministry detailed the official fee structure: 20 yen per engagement, 30 yen for up to an hour, and 200 yen for an overnight stay. For context, at the time, a civil servant's monthly salary was only a few hundred yen.

Although the comfort stations were officially intended to "maintain moral order and prevent unfortunate incidents," the governor's report noted that various accidents and problems were increasing because "occupation troops tend to become unruly and arrogant."

"Since the fees were clearly set for officers, it is likely that lower-ranking soldiers, unable to afford frequent visits, resorted to sexual violence," said Song Yon Ok, director of the Cultural Center Arirang, a Korean cultural institution in Tokyo's Shinjuku Ward.

Song, who studies gender history, said the system reflected both desperation and opportunism within postwar Japanese bureaucracy.

The Niigata document also records that officers from the occupiers were often "in a state of satisfaction" after being entertained at Japanese restaurants or by geisha.

"Given their wartime experience in managing comfort stations for the Japanese military, bureaucrats likely believed they could appease the occupation forces through sexual entertainment," Song explained. "This clearly reflects the mindset of Japanese bureaucrats."

Japan is turning to drones to issue evacuation calls during natural disasters such as tsunamis and torrential rains.

The unmanned aircraft can deliver urgent warnings from the air, enabling faster and safer responses when seconds count. The initiative gained traction after the Great East Japan Earthquake, when several municipal employees died while urging residents to flee.

Now, local governments hope drones can save lives -- though high costs remain a major barrier to their widespread use.

In August, during the Awa Odori festival in the western Japan city of Tokushima -- an event that draws large crowds of tourists -- a drone equipped with speakers and GPS was stationed on the roof of a nearby pumping station.

If an earthquake were to occur, the drone would fly over the adjacent river and broadcast messages urging dancers and spectators to move to higher ground.

The decision to deploy drones stemmed from last year's festival, when authorities issued a temporary warning about the increased risk of a massive quake around the Nankai Trough stretching from central to southwestern Japan along the Pacific coast.

The organizing committee hurriedly posted evacuation route maps at the venue, but the effort caused confusion and concern among visitors. "It was hastily prepared and caused anxiety," recalled committee chairman Koji Shono.

Immediately after that experience, officials began working on countermeasures, leading to the introduction of the drone system this year. "This time, we could proudly welcome spectators," said Shono.

Masami Abe, president of Tokushima-based company Survey, which operates the drones, added, "This ensures the safety of security staff and firefighters."

Sendai in northeastern Japan was one of the first municipalities to adopt the system, launching it in October 2022.

The city's decision was shaped by its tragic experience during the devastating 2011 earthquake and tsunami, when some city employees and volunteer firefighters lost their lives trying to warn residents.

Today, when a tsunami warning is issued, two drones automatically take off toward the coastline, broadcasting warning sounds and voice messages to alert beachgoers and surfers.

The system was first used in a real situation during an earthquake off Russia's Kamchatka Peninsula in July.

"It takes time for staff to gather, especially at night or on holidays, so this system offers high responsiveness. It can save lives," said a Sendai city official.

Other municipalities are following suit with demonstration tests.

In March 2024, Miyako in Iwate Prefecture, also northeastern Japan, conducted a tsunami evacuation drill using drones equipped with cameras and loudspeakers. Operators monitored live footage and guided participants acting as evacuees with instructions such as "Go right."

In April, Ishikawa Prefecture in central Japan carried out similar tests in the town of Tsubata, simulating river flooding caused by heavy rain.

However, the prefecture has not yet moved to full-scale operation. "The aircraft are expensive, and maintenance costs are high," said a prefectural official. "We can't justify introducing them unless we find ways to use them during normal times."

Cost remains a major hurdle, according Kenzo Nonami, a professor emeritus at Chiba University and expert in robotics.

Most drones used for disaster management are custom-made, meaning prices are unlikely to fall without wider adoption. "The national government should provide the aircraft or help cover deployment and maintenance costs," he said.

As Japan continues to face frequent natural disasters, drones are emerging as valuable tools for rapid and safe evacuations. With proper support, experts believe they could soon become a standard part of the country's disaster-response arsenal.

A steady stream of bear attacks in northeastern Japan is turning some tourists away from the region, hitting local businesses hard during the normally busy season of peak fall foliage.

In the Tohoku region, hotel bookings at hot spring resorts have declined sharply, public access to areas is often limited after bear sightings, and local governments are warning visitors to be vigilant about potential bear encounters.

With no immediate signs that tourists are likely to turn up at levels seen in previous years, businesses that rely on the traditionally lucrative period before winter are facing an uncertain future.

In the Gembi area of Ichinoseki, Iwate Prefecture, a man was found dead outside his house in late October after being fatally attacked by a bear.

More than 10 kilometers away sits the Gembikei gorge, a state-designated scenic spot now entering its prime span for viewing autumn leaves.

The manager of a tourist facility that displays and sells glassware assessed that fewer people were visiting the area, partially because of the bear attack, saying, "If they heard 'Gembi' in the news, they would probably guess it happened in this neighborhood."

Farther north in the prefecture, in Kitakami, a male hotel worker was attacked and killed by a bear while cleaning an open-air bath in mid-October.

Motoyugeto, a Japanese-style hot spring inn located about 7 km from the hotel, has seen around 20 percent of its bookings canceled following the attack, while the number of bath use-only visitors has dropped by as much as about 70 percent on some days.

"This, coming at a peak period, hits us pretty hard," said inn representative Hironori Takahashi.

Some hot spring businesses in the prefecture have closed their open-air bath sections out of an abundance of caution.

With a record five people killed in bear attacks in Iwate since April -- of the 13 dead in such incidents nationally over the same span, as of Wednesday -- some people have started avoiding the area altogether.

Eri Aoki, a 30-year-old Tokyo resident and company employee, said she scrapped her plan to go to a hot spring resort in the prefecture in early November.

"It's scary that bears have shown up in residential areas. I will revisit the plan once bears go into hibernation in winter," she said.

In Akita, the capital city of the neighboring prefecture of the same name, bears were repeatedly spotted in and around Senshu Park, a well-known fall foliage spot, prompting the municipal government to close it in late October.

After two bears were captured, the park reopened on Tuesday, only to be closed again after a bear was spotted several hours later.

Four people have died in bear attacks in the prefecture since April.

In the Tohoku region, Miyagi Prefecture also had a deadly bear attack, in early October.

A number of foreign tourists still visit the Narukokyo gorge in a mountainous area near Miyagi's border with Yamagata Prefecture.

The Osaki municipal government has put up "Beware of Bears" signs in four languages at the gorge, including English and Korean, while ramping up area patrols by increasing the number of security personnel.

"We intend to raise awareness among all visitors, regardless of nationality, about bear risks," a city official said.
